Councilmember Zimmerman inquired if a representative of the Met Council could come out and <br />discuss this with the City Council. <br /> <br />Ms. Frolik disseminated other responses that Met Council wants City Council "nod" on. She <br />summarized: Take out #16 on VII-5. XVI-4 - additional housing phase will be taken out.; <br /> <br />Councilmember Hendriksen, referring to resolution handed out - meet urban's best management <br />practices - is that the law? <br /> <br />Councilmember Anderson asked why we wouldn't want the highest standards. <br /> <br />Councilmember Zimmerman stated that maybe they are referring to communities that have none. <br /> <br />Councilmember Hendriksen stated that he just doesn't want to agree with something when he <br />does not know what that something is. <br /> <br />Mr. Norman commented that the best management practices information could be given to the <br />Public Works Committee. <br /> <br />#2: Proposed Housing Project (Water Tower Site) <br /> <br />City Administrator Norman stated that during the January 31 work session, we discussed the <br />water tower site (Law's Property). Discussed was town homes, a senior project, apartments, etc. <br />TIF is being asked for. <br /> <br />Frank Dunbar, developer, gave a presentation on multi-family housing. With regular financing, <br />the apartments would have to rent for $1,400 per month. That's not what we think of as being <br />affordable housing. In order to get this done, we need a non-profit owner - this allows for better <br />financing. We have asked how it would work with TIF. Would the City be interested in paying <br />as you go? Money would be used to keep the rent more affordable. We would like to keep this <br />as a partnership between the City and us. <br /> <br />Councilmember Connolly inquired if Mr. Dunbar has an idea of a non-profit. <br /> <br />Mr. Dunbar replied there is a group for affordable housing based out of New Brighton. He <br />mentioned the Wedum Foundation founded in Minnesota and he is recommending them. Upon <br />inquiry, he stated they would like to get the rent down to $900/$1,000 for two and tlm'ee bedroom <br />units. We can look at providing additional off-street parking. We wanted to know what the City <br />Council thought of our ideas. We will have a market driven, quality product. The City will have <br />power in the TIF District - we will provide our maintenance and standards. <br /> <br />Councilmember Zimmerman <br />housing - where does it end? <br />subsidizing new ones. <br /> <br />stated that we are subsidizing businesses.
