Councilmember Hendriksen feels that we could just note it in the Ramsey Resident. It says it's <br />up to the resident to take care of the regular pumping of their septic system, etc. <br /> <br />Councilmember Anderson felt that the City should not ignore this. <br /> <br />Councilmember Hendriksen stated that the Met Council cannot make us be more stringent than <br />the 7080. <br /> <br />Councihnember Zimmerman agreed and added that the City Attorney should review that. <br /> <br />Mr. Norman clarified what was being said - the City will not do more than 7080 requires. Then <br />we dispute whether the City is required to do three-year checks. It does not say the City has to <br />be the record keeper of the three-year checks. <br /> <br />Councihnember Anderson stated she does not want to pass up funding. <br /> <br />Councilmember Hendriksen commented that this is a carrot the Met Council is dangling but it <br />will cost us. <br /> <br />Mr. Norman offered that before next week he will check this out - the three-year requirement is <br />in 7080, but where does it say the City has to rule on this. <br /> <br />Councihnember Hendriksen reiterated that the Met Council wants it - we should get something <br />in return - negotiate. <br /> <br />Community Development Director Frolik stated that the other issue is the housing element. Part <br />of the letter says the Met Council wants the plan to reference the housing action plan adopted in <br />1996. <br /> <br />Mr. Norman stated incorporate - or adopt by reference the Metropolitan Livable Communities <br />Action Plan. <br /> <br />Councilmember Hendriksen stated that the Livable Communities Act is not a State law - so <br />asked how the Met Council can say failing to reference this makes this plan incomplete. <br /> <br />Ms. Frolik stated that referencing that plan is not implying that we have adopted the <br />Metropolitan Livable Communities Action Plan. <br /> <br />Councilmember Hendriksen stated that we have done what we are going to do - they can <br />evaluate it but do not claim that it's incomplete because of the Livable Communities Act. He <br />feels that is not an issue for incompleteness. If we have stated our position on these issues, then <br />we are complete. <br /> <br />Mayor Gamec stated he did not see how it doesn't meet the compliance. <br /> <br />City Council Work Session - March 6, 2000 <br /> Page 2 of 8 <br /> <br /> <br />
