#7: Boards and Commissions

City Administrator Norman reported there are two vacancies on the Economic Development
Authority, four on the Charter Commission and now one on the Planning Commission.

Councilmember Hendriksen stated he personally feels that Councilmember Anderson should not
be serving on the Charter. That means that we would have to pick the other four candidates.

Council asked that staff write thank you letters to the past Commission members.

It was noted there was a problem with the dates published and we are reopening the interest
period.

Council said to advertise for all three commissions - get with the Cable TV people to talk about
it on cable - maybe do a show telling what each of the three commissions does. There is also a
special newsletter scheduled for April 28 - publishing the vacancies in there.

#8: Tri-City Community Center Study

Cotmcilmember Zimmerman stated that if everything is going over in Andover, he is not so sure
he is in favor of this study either.

Councilmember Anderson noted that Anoka is not seeming to be contributing.

Council directed staff to find out what Andover is doing.

#8a: Discussion of North Star Corridor Study

City Administrator Norman gave an update of the North Star Corridor Study. He has been
talking to Len Levine and he (Levine) wants to check with a group that has done a study related
to the rail study but not hired by the North Star Corridor. The group is based out of California
and they can do ridership projections. Mr. Norman asked for that in writing but did not talk to
Mr. Levine again until late this afternoon.

Councilmember Hendriksen feels there will not be enough people ride the train to have a station
in both Ramsey and Anoka.

Mr. Norman added that he has no idea of the cost or timeframe of this study.

Councihnember Zimmerman felt that it is important to keep looking at this issue.

Mr. Norman stated that we do not have 30 days. He added that he did not have any more
information tonight so he may have to call Council with info over the next couple of days.

City Council Work Session - March 6, 2000
Page 7 of 8
