Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to adopt <br />Resolution #00-03~064 authorizing reimbursement of expenditures on capital equipment <br />purchased prior to the receipt of certificate funds. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Councilmember Zimmerman inquired whether certificates for the entire $257,000 would be <br />issued at this time or only as needed. Mayor Gamec thought it was all at once with repayment <br />over five years. City Administrator Norman stated he would have Finance Officer Lund address <br />this to ttxe Council. <br /> <br />9) Northstar Corridor Rail Station <br /> <br />Motion by Councilmember Connolly and seconded by Councilmember Hendriksen to authorize <br />the City Administrator to contract with the necessary consultants to prepare information for the <br />Northstar Corridor Development Authority commuter station siting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />1) Authorization to Award Bid for Construction of New Fire Station <br /> <br />Discussion ensued regarding rebidding the project. <br /> <br />City Attorney Goodrich advised that the City cannot reject the bids and renegotiate only with the <br />three lowest bidders. He asserted that the City can reject all bids, however, the Supreme Court <br />states it should be for compelling reasons. Mr. Goodrich noted the compelling reasons. He <br />stated that the City either needs to accept the lowest responsible bidder or reject all bids and open <br />the process to all the bidders again. <br /> <br />Mayor Gamec noted that the bids were not that close that it would benefit going through the <br />bidding process again. <br /> <br />Fire Chief Kapler asserted that if the bid is awarded, staff will certainly work towards the <br />estimated project amount, noting that it's the consulting architect's opinion that we can achieve <br />that amount. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Anderson to adopt <br />Resolution #00-03-065 awarding the General Contractor bid for Fire Station II to Ebert, Inc. in <br />the amount of $1,177,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />City Council/March 14, 2000 <br /> Page 16 of 18 <br /> <br /> <br />
