It was noted that there is also a Joint
meeting with the Planning Commission scheduled for Monday, March 21, at 6:00 p.m. Due to
the fact that the Planning Commission has also scheduled a Special meeting that night for 7:00
p.m., it was decided that once the Joint meeting ends the Council would work with the facilitator
on their objectives. The Council was also reminded of the upcoming Mayors' Prayer Breakfast
scheduled for 7:00 a.m., Thursday, March 23, at St. Stephen's Community Center.

2) ACCAP Housing Disposition

City Administrator Norman stated that the City Council, at their November 23, 1999 meeting,
authorized ACCAP to move the houses off of T.H. #47, fill the foundations and cap the wells.
ACCAP felt it was the City's responsibility to secure the sites but agreed to do so at the City's
expense. ACCAP submitted a proposal to cap the wells at a cost of $40,000. He mentioned that
there are four houses yet to be removed.

Director of Public Works Kapler explained that the houses are still there because of road
restrictions going on so early this year. He explained that Public Works was double-fencing the
foundations with an 8-foot high construction fence to secure them and limit liability until they
are permanently removed. The City is temporarily capping the wells until they can be
permanently sealed as a part of the T.H. #47 contract.

City Engineer Jankowski noted there are special provisions within the T.H. #47 contract which
state that the foundations and wells need to be abandoned within 60 days of the Notice to
Proceed on the project. This is necessary in order to obtain 80% of the funding for the work
from the Federal government.

Mayor Gamec suggested that Public Works could clean up the area in the meantime.

City Council/March 14, 2000
