Motion by Councilmember Connolly and seconded by Councilmember Hendriksen to approve <br />the application for the Ramsey Lions Club for a one-day, 3.2 beer license for the Community <br />Picnic scheduled for Saturday, June 3, 2000, at Central Park and to waive the fee for such event. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: Request for Site Plan Approval; Case of Systematic Refrigeration <br /> <br />City Planner Rasmussen stated that Systematic Refrigeration is requesting site plan approval for <br />a new facility generally located south of Industry Avenue and north of the intersection of 140th <br />Avenue and Radium Street. The proposed office building is 80,280 square feet constituting 28% <br />lot coverage. All setback and lot coverage requirements have been met. The plan proposes an <br />insulated precast concrete wall in a grey color to be raked with a smooth horizontal band. City <br />Code requires 106 parking spaces, the plan proposes 111 spaces. The landscape plan meets <br />minimum requirements. Staff suggests the plan should show the trail's relationship to the <br />Hackberry's on the north side of the site and that the trees be alternated from one side of the trail <br />to the other. The plan proposes to grade both the area for the Systematic Refrigeration building <br />and the vacant lot to the east which will accommodate future expansion. Subsequent to the <br />March Planning Commission meeting, the applicant contacted staff regarding an omission in the <br />site plan. They would like to add an exterior storage area near the enclosed trash containers, and <br />staff requested that a new site plan be presented to the Council. The Planning Commission will <br />review the enclosed storage area at a March 20, 2000 special meeting. Staff and the Planning <br />Commission recommend site plan approval contingent upon compliance with the City Staff <br />Review Letter dated March 3, 2000. <br /> <br />Pat Jurdoneau, architect for Systematic Refrigeration, submitted a new site plan demonstrating <br />that the enclosed trash container was moved 28 feet to the south to allow for storage; this will be <br />an enclosed area matching the building. <br /> <br />Councilmember Hendriksen inquired whether the precast concrete was painted grey or if the <br />grey was an integral color. <br /> <br />Mr. Jurdoneau stated that the concrete is not painted. He explained that limited color choices are <br />attained dependent upon the base aggregate used in the precast concrete. <br /> <br />Councilmember Hendriksen was concerned it would appear to be just a plain concrete building. <br /> <br />Mr. Jurdoneau explained the building would have a textured pattern without the horizontal lines <br />of concrete blocks. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />approve the site plan for the new facility for Systematic Refrigeration contingent upon <br />compliance with the City Staff Review Letter dated March 3, 2000, approval of the enclosed <br />exterior storage area by the Planning Commission at their March 20, 2000 special meeting, and <br /> <br />City Council/March 14, 2000 <br /> Page 4 of 18 <br /> <br /> <br />
