City Attorney Goodrich replied they would need to proceed under the regulations of the current <br />Comprehensive Plan. He stated that because they are both guiding documents, they could use <br />both; however, they can use the current Plan. <br /> <br />Councilmember Hendriksen believed it would be sending the Planning Commission on a fool's <br />mission. He noted the proposal is more in conformance with the current Comprehensive Plan <br />than the proposed Plan, and mentioned the reason the moratorium is in place is because of all the <br />issues that come out of such a proposal. He felt the proposal could be done in a staged approach, <br />but because of the moratorium, it shouldn't even be considered. <br /> <br />Councilmember Zimmerman noted that the single-family portion could be developed without <br />lifting the moratorium, and City Planner Rasmussen asserted that it could. <br /> <br />City Administrator Norman reminded the Council that the moratorium was recently lifted for a <br />similar project on County Road/ti 16, and he failed to see a difference between the two. <br /> <br />Mayor Gamec reminded the Council that lifting the moratorium did not mean the plan would be <br />approved; it only allows the applicant to go forward with the planning. <br /> <br />Mr. Goodrich warned that the applicant would have the right to develop if they meet City Code <br />at the time of their application. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Connolly to table the <br />request until the City Attorney can provide the guiding hardship requirements of the Moratorium <br />Ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Adopt Resolution to Reallocate 1998 Community Development Block Grant <br />Funds (CDBG) and Reconsider Allocation of 2000 CDBG Funds <br /> <br />City Planner Rasmussen stated that on January 25, 2000, the Council motioned to reallocate <br />$63,988 in 1998 CDBG funds as follows: $45,000 to update the Zoning and Subdivision Chapter <br />of City Code to implement the newly drafted Comprehensive Plan, and $18,988 to Anoka <br />County Housing Rehabilitation Program for improvements to qualifying homes within Ramsey <br />city limits. At that time, Council also adopted a resolution to allocate 2000 CDBG funds as <br />follows: $8,500 to public service agencies, $39,000 for construction of a trail from the seniors <br />apartment building to Solstice Park, and $8,634 for ADA trail retrofits, Subsequently, the City <br />received verbal notice from Anoka County that the new trail construction is not an eligible <br />project for CDBG funds. The County will be taking CDBG requests to the County Board on <br />March 28, and they have indicated that if the City does not want to lose control over where the <br />$39,000 is spent, an alternative project has to be submitted so they can include it in their <br />submittal to the County Board. Selection of an alternate for the $39,000 must include a budget <br />and scope, and the least complicated and eligible use at this late date is the County Rehabilitation <br />Housing Program. Staff recommends adoption of a resolution to apply to Anoka County for the <br /> <br />City Council/March 14, 2000 <br /> Page 6 of 18 <br /> <br /> <br />
