Councilmember Hendriksen stated he was beginning to think a mistake was made regarding the <br />project on County Road #116. He also stressed that the City is not bound to repeat past mistakes. <br /> <br />Mr. Goodrich advised that each application is unique. This is a different location with unique <br />conditions, and the Council may have to be more concerned with the planning process on this <br />particular property. <br /> <br />City Administrator Norman requested staff be allowed to return to the developer for more <br />explanation. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Connolly to table the <br />request until staff receives more information from the applicant. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #6: Introduce Sidewalk Construction Ordinance <br /> <br />City Planner Rasmussen explained that both the Park and Recreation and the Planning <br />Commissions have been examining the issue of establishing sidewalk regulations in urban <br />residential subdivisions since October and December 1999 respectively. Both Commissions are <br />in full agreement on the need for sidewalks as detailed in the proposed ordinance. Developers <br />were invited to comment at a Park and Recreation Commission meeting, and only one responded <br />and appeared to be generally in favor of sidewalks. The Planning Commission held a public <br />hearing on the matter at their March meeting and subsequently recommends the ordinance for <br />adoption. <br /> <br />Councilmember Connolly discussed concerns about the 8-foot width, snow removal, and a <br />possible fee for maintenance. <br /> <br />Councilmember Anderson asserted it makes sense on collector streets but agreed there are so <br />many other issues to be concerned with, such as plowing, maintenance, and why not on cul-de- <br />sacs. <br /> <br />Mayor Gamec suggested sending the ordinance back to the Park and Recreation Commission to <br />address issues of maintenance, width, snow removal, type of street, i.e. thoroughfare, etc. <br /> <br />Councilmember Hendriksen added other issues: Would the City have an easement? Would it be <br />immediately next to the road or with an area between. He suggested it should be returned to the <br />Planning Commission. <br /> <br />Leo Anderson, Chairperson of the Planning Commission, addressed the Council stating that the <br />two Commissions had never looked at the ordinance at the same time. Now that he has become <br />aware of the issues, he welcomes receiving it back at possibly a joint meeting with the Park and <br />Recreation Commission to address these concerns. <br /> <br />City Council/March 14, 2000 <br /> Page 8 of 18 <br /> <br /> <br />
