The following issues for review were once again outlined: Maintenance upkeep and snow <br />removal; location in right-of-way or next to pavement; width; construction material - always <br />same or depending upon area; easement or property owner's; will it be included in calculation of <br />property size. Director of Public Works Kapler also suggested possible focus in the commercial <br />area. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Connolly to table the <br />sidewalk ordinance and send it back for review of outlined issues to the Planning Commission <br />and the Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #7: Award Contract for Well No. 5 (Improvement Project #99-65) <br /> <br />City Engineer Jankowski explained that Well No. 5 is proposed to be constructed approximately <br />1000 feet due south of Well No. 4 in the City's western well field located in Section 28. Two <br />bids for the project were received and opened on March 10, 2000. Staff recommends awarding <br />the contract to the lowest responsible bidder, E.H. Renner & Sons, Inc., in the amount of <br />$106,655. Mr. Jankowski noted that the project was estimated at $100,000. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to adopt <br />Resolution #00-03-056 awarding the contract for the construction of Well No. 5 to E.H. Renner <br />& Sons, Inc. in the amount of $106,655. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #8: <br /> <br />Consider Grant Application for Individual Sewage Treatment System (ISTS) <br />Inspection Program <br /> <br />City Engineer Jankowski stated that Natalie Haas Steffen, the City's representative to the <br />Metropolitan Council, appeared before the Council in February informing them that grant funds <br />were being held for the City of Ramsey at her request for an opportunity to receive up to $25,000 <br />in matching money to assist in instituting a program for monitoring the estimated 4,046 <br />individual septic systems in the city. Mr. Jankowski outlined the possible functions of such a <br />program and provided information regarding the associated costs once the program is up and <br />running. He pointed out the minimum requirements of the program, indicating which ones the <br />City presently operates with under the current ordinance. He mentioned that software has been <br />developed for such a program, and the funding could be used for that. He stated staff is looking <br />for authorization to submit an application for funding to the Metropolitan Council. <br /> <br />City Administrator Norman noted that if a grant were awarded, the Council would then address <br />the issue regarding the City's obligations in accepting such a grant. At that point, a grant <br />agreement would need to be authorized in order to participate.
