The other reason is because their trucks <br />vary in size and depending on where they are in the route, it would generally make sense to <br />combine the material at one location and then load it into larger trucks to be hauled to the dump. <br />He stated that they anticipate to construct phase 2 late 2001, and that they are requesting the <br />Council discuss the potential of TIF financing, around $300,000 for the entire project. <br /> <br />Denny Sharp stated that he admires Ace Solid Waste for adding amenities to the building and <br />thinks the City will be happy with the product. <br /> <br />Community Development Director Frolik noted that a Conditional Use Permit would be required <br />for the transfer station. <br /> <br />Councilmember Anderson inquired if TIF funds had been offered in Coon Rapids for the <br />construction of the project. <br /> <br />Mr. Berkopec replied no. He explained that Ace looked at two sites in Coon Rapids and the <br />proposal was originally approved. Then concerns were brought up and the issue was sent back to <br />Planning Commission. At that time, Ace decided not to appeal the decision. <br /> <br />Councilmember Anderson questioned if the storing of waste on the site will produce an odor in <br />the area. <br /> <br />Mr. Berkopec explained that the station would be a moving target, which means that there is <br />enough activity to keep the materials moving. They say materials will sit at the site for 12 hours <br />but the product is always being moved out. As it relates to smell, everything would take place <br />indoors and the materials would be continuously moved. They will also implement an odor <br />control plan which the PCA will require. <br /> <br />#2: Proposed Housing Project (south of Bill's Superette) <br /> <br />Mike Schneider, President of Homestead Multi-Family Development, stated that he is looking at <br />doing a multi-family project south of Bill's Superette. He requested direction from the Council <br />as to which direction he should go with the plan because the current zoning has the land zoned <br />medium density, but the proposed Comprehensive Plan indicates the property for high density. <br /> <br />Community Development Director Frolik inquired if Rademacher is willing to enter into a <br />development plan. <br /> <br />Mr. Schneider replied yes. <br /> <br />Councilmember Anderson questioned the total acreage. <br /> <br />Mr. Schneider replied approximately 7.5 acres. <br /> <br />City Council/March 21, 1999 <br /> Page 2 of 7 <br /> <br /> <br />
