Community Development Director Frolik replied that they are looking for direction as to how the <br />development could work with the transition area required in the Charter Amendment. <br /> <br />Councilmember Zimmerman replied that the plan should include a buffer zone. <br /> <br />Councilmember Anderson stated that the neighbors would be a lot happier with less density than <br />more. <br /> <br />Mr. Schneider stated that he has not talked to the neighbors at this point regarding the <br />development, but explained that he has been in the business for many years and if a new <br />development is done the residents would prefer to have a park, but it becomes the responsibility <br />of the City Council to make the decision. <br /> <br />Councilmember Connolly suggested designating a street between the Allina building and Bill's <br />Superette. <br /> <br />Mr. Schneider replied that they have discussed that as a possibility and the owners of Bill's <br />Superette are open to the idea. <br /> <br />Councilmember Anderson inquired if Mr. Schneider was proposing to construct townhomes. <br /> <br />Mr. Schneider replied that the initial proposal would be for apartments, but he would consider <br />constructing townhomes. <br /> <br />Mayor Gamec stated that if the development were to go in, the City would have to extend <br />Barium Street. <br /> <br />Councilmember Hendriksen inquired if Mr. Schneider was aware of all the storm drainage pipes <br />that sit under the property. <br /> <br />Mr. Schneider replied that he is unaware of what currently sits under the property. <br /> <br />Mayor Gamec stated that the drainage problem would have to be solved before the land could be <br />developed. <br /> <br />Councilmember Anderson stated that the density blend will probably be a problem and that a <br />medium density development would probably be more acceptable to the neighbors. <br /> <br />Councilmember Hendriksen inquired if the property is subject to the moratorium. <br /> <br />Community Development Director Frolik replied no. <br /> <br />Councilmember Anderson questioned the cost of the apartment units. <br /> <br />City Council/March 21, 1999 <br /> Page 3 of 7 <br /> <br /> <br />
