The
definition and purpose of an interim use is a temporary use of property until a particular date,
until the occurrence of a particular event, or until zoning regulations no longer permit it. This
zoning regulation will permit the governing body to allow an interim use based upon the
regulations and conditions set forth by the ordinance. The Planning Commission held a public
hearing on the proposed Interim Use Ordinance at their March 6, 2000 meeting. There was no
public input during the public heating. Ms. Frolik noted that Section 3 under "Interim Use", a
period should be placed after "particular event" and the rest of the sentenced eliminated.

City Attorney Goodrich stated that Section 3 needs some context changes and will bring those
changes back.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to introduce the
ordinance, as amended, to amend Chapter 9 of the Ramsey City Code adding Section 9.03.04A
titled "Interim Use Ordinance," amend Section 9.02 adding the definition of "Interim Uses" and
eliminating the language in 9.03.04 Subdivision 7 allowing specified time frames to be placed on
Conditional Use Permits.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson,
and Zimmerman. Voting No: None.

Case #5:

Request for Preliminary Plat Approval of Northfork Highlands Second
Addition; Case of North Fork, Inc.

Community Development Director Frolik stated that North Fork, Inc. is requesting preliminary
plat approval of Northfork Highlands Second Addition. The plat consists of 11 lots on the west
boundary of the Northfork PUD. The subject plat was part of a larger area that received
preliminary plat approval in 1990 as Northfork 5th Addition. Northfork 5th Addition consisted of
430 acres proposed to be developed with 120 single-family lots and the golf course.
