phase, Northfork Links, platted the golf course and 14 single family lots. Northfork Links 2nd <br />Addition platted another two lots, Northfork Links 3ra Addition replatted four lots in Northfork <br />Links into three lots, Northfork Lake platted another 18 lots and Northfork Highlands platted <br />another 17 lots. The preliminary plat for Northfork 5th expired prior to all 120 lots being final <br />platted and recorded. Therefore, the applicant was required to obtain a new preliminary plat <br />approval for the next 11 lots (Highlands Second Addition) prior to obtaining final plat approval <br />and recording. The same procedure will be applicable to the remaining 59 lots that received <br />preliminary plat approval in 1990 under Northfork 5°~ Addition. All of the lots meet the <br />Northfork PUD one-acre minimum lot size and are at least 160 feet wide at the street frontage or <br />building setback line. The lots are proposed to receive public access from the westerly extension <br />of Inverness Lane and Jarvis Street. In accordance with the May 9, 1989 Northfork Park <br />Dedication Agreement, there are no park dedication obligations to be met in this plat. The City <br />Engineer has approved the Grading Plan with some modifications. The developer has engaged <br />the services of Kunde Company to do a tree preservation plan for each individual lot. The <br />Planning Commission conducted a public hearing on March 6, 2000. The manager of The Links <br />golf course was present and indicated that any issues they had relating to the impact of the <br />construction on golf course activities have been resolved. <br /> <br />Councilmember Anderson questioned the cul-de-sac mailbox policy. <br /> <br />Community Development Director Frolik explained that Public Works requested that all <br />mailboxes be located at the entrance of the cul-de-sac to make snow removal easier. <br /> <br />Councilmember Anderson stated that a lot of people go out to get their morning paper and she <br />didn't anticipate that people would want to walk to the end of the cul-de-sac and questioned if <br />the new policy will prohibit paper boxes. <br /> <br />Community Development Director Frolik explained that the paper boxes will be included at the <br />location of the mailboxes. <br /> <br />Councilmember Connolly questioned the park dedication. <br /> <br />Community Development Director Frolik explained that an agreement was made in 1989 with <br />Northfork, Inc. for park dedication for everything west of Andrie Street. <br /> <br />Councilmember Zimmerman stated that the plat was not filed in time and questioned if they <br />should be required to pay a different park dedication because the original plat was not filed on <br />time. <br /> <br />Community Development Director Frolik explained that the park dedication was approved prior <br />to the 1995 preliminary plat approval. <br /> <br />Dennis Peck, Director of Development for Northfork, Inc., explained that in 1989, Northfork Inc. <br />presented a park dedication plan that was approved by the City.
