Voting No: None. <br /> <br />Case #6: <br /> <br />Request for Preliminary Plat Approval of Northfork Oaks 4th Addition; Case <br />of North Fork, Inc. <br /> <br />Community Development Director Frolik stated that North Fork, Inc. is requesting preliminary <br />plat approval of Northfork Oaks 4th Addition. The plat consists of six new lots and the replat of <br />two existing lots in the northeast comer of the Northfork PUD. The subject plat was part of a <br />larger area that received preliminary plat approval in 1995 as Northfork Oaks 2nd Addition. <br />Northfork Oaks 2'~ Addition consisted of 73 acres proposed to be developed with 37 single- <br />family lots. The first phase to be recorded, Northfork Oaks 2nd Addition, consisted of 10 lots and <br />Northfork Oaks 3T~ Addition consisted of 21 lots. The preliminary plat for Northfork Oaks 2na <br />Addition expired prior to the remaining six lots being recorded. Therefore, the applicant was <br />required to obtain a new plat approval for the final six lots prior to final plat approval and <br />recording. North Fork was also interested in straightening out the common property line <br />between Lot 6 and 7 in the Third Addition so that replat is included as a part of North Fork Oaks <br />4th Addition. The lots range in size from 1.7 to 3.4 acres, which exceeds the Northfork PUD one- <br />acre minimum lot size. Only Lot 6 meets the 160-foot lot width requirement at the 40-foot <br />building setback line. The lots are proposed to receive public access from the northerly <br />extension of Royal Road. In accordance with the May 9, 1989 Northfork Park Dedication <br />Agreement, there are no park dedication obligations to be met in this plat. However, the <br />Developer has agreed to dedicate a 35-foot linear park along the east boundary of the plat to <br />facilitate a trail link to the north. The Grading Plan identifies stands of existing trees and the <br />developer has engaged the services of Kunde Company to do a tree preservation for each <br />individual lot. The drainage plan has been reviewed by the City Engineer and is acceptable. The <br />Planning Commission held a public hearing and received one written comment from a resident in <br />Woodlawn Estates to the east. Basically, she points out the inadequacy of City Code relating to <br />tree preservation requirements and she also expressed concern that the trail will be on public <br />property. Parks/Utilities Supervisor Boos walked the area and has confirmed that the existing <br />trail will be located in what is proposed to be platted as a linear park for public purposes on the <br />east boundary of the plat. It was also noted by staff that, although the proposed plat conforms to <br />the preliminary plat approved in 1995, Lots 4, 5, and 6 do not meet the 160-foot lot width <br />minimum at the 40-foot building setback line.
