City Administrator Norman stated that City staff has completed negotiations for a proposed TIF <br />development agreement with H & P Development L.L.C. to build a multi-tenant project, which <br />would be located at the 13900 block of Radium Street. The project is being proposed by Gary <br />Hugebeck and Mark Peck. The project will be completed in two phases with two identical <br />looking 31,600 square foot facilities. The two buildings will match the same characteristics as <br />the building on the opposite side of Radium Street, also built by Peck Construction. The public <br />hearing will be scheduled for April 11, 2000. <br /> <br />Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to authorize calling for a <br />public hearing to consider a development agreement with H & P Development L.L.C. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />Case #11: Execution of Development Agreement with Systematic Refrigeration <br /> <br />Mike Mulrooney stated that the proposed TIF development agreement to build an 80,000 square <br />foot facility is being proposed by Mateski Properties L.L.C. d/b/a Systematic Refrigeration. The <br />company plans to build an 80,000 square foot facility located in Ramsey Business Park 95. Total <br />cost for the construction of the facilities, along with the needed equipment, is estimated to be <br />approximately $3,500,000. It is anticipated that the company will create 50 new jobs, within two <br />years following the completion of the project. The newly created jobs are in addition to the 43 <br />people currently employed by Systematic Refrigeration. <br /> <br />Mr. Ted Mateski, President and Owner, thanked the City of Ramsey for their generous offer and <br />their assistance to get the property moving forward. He reviewed the history behind the <br />company. <br /> <br />Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to authorize execution of a <br />development agreement with Systematic Refrigeration, contingent upon review by the City <br />Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />City Attorney Goodrich stated that the County is requesting that the City take away the right of <br />access from C.R. #116. <br /> <br />Councilmember Anderson inquired if it should be included in the agreement. <br /> <br />City Attorney Goodrich replied no, the City would not transfer right-of-access. <br /> <br />Consensus of the Council was to remove the right-of-access along C.R. #116. <br /> <br />City Council/March 28, 2000 <br /> Page 16 of 21 <br /> <br /> <br />
