about 26% (31,600 square feet). Building coverage for lots 2 and 2A are also restricted to 35% <br />(40,464 square feet). The proposed building constitutes about 27% (31,600 square feet) lot <br />coverage. The expanded structure complies with all setback requirements. The exterior finishes <br />on the buildings are proposed to be painted in two color variations. The bottom quarter of the <br />buildings will be finished in a utility brick. The roof is a prefinished metal cap flashing with the <br />canopy of the doorways being prefinished metal materials. The number of loading berths <br />proposed is in compliance with City Code. City Code requires a minimum of 112 parking spaces <br />for both buildings; Phase one proposes a total of 78 stalls, with phase 2 proposing 60 stalls for a <br />total of 138 parking stalls. In accordance with City Code, all traveled surfaces of the site will be <br />paved with bituminous and finished with B-612 concrete curb. A 20 foot landscaped area is <br />required along all streets as provided. In order for the landscaping to meet the minimum <br />requirements, trees will need to be placed on the south and west property lines. Coordination <br />with existing developments or landscape plans with adjoining property lines should be <br />considered. Additionally, more than one species of deciduous and coniferous trees should be <br />planted for the areas along the street. The plan proposed collecting stormwater generated from <br />the site via a system of twelve-inch concrete pipe and discharging the existing storm sewer <br />located within Radium Street at three separate locations. Phase one is 79% impervious and will <br />be assigned an REF factor of 3.55. Phase two is 72% impervious and will be assigned an REF <br />factor of 3.03. This factor is for the proposed storm water utility charge. The lighting plan, light <br />fixture specs and diagrams will need to be submitted and are subject to the approval of the City <br />Engineer. The waste storage location is acceptable. The site plan is also subject to the approval <br />of the Business Park 95 Architectural Review Board and Covenants. <br /> <br />Gary Hugebeck, H & P Development, stated that Mr. Peck is anxious to get moving on the <br />project. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Connolly, to approve the <br />proposed site plan of the West Radium Business Center facility contingent upon compliance with <br />the City Staff letter dated March 3, 2000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Request to Renew a Conditional Use Permit for an Asphalt Production <br />Plant; Case of Commercial Asphalt <br /> <br />Community Development Director Frolik stated that on July 12, 1988, the City of Ramsey issued <br />a conditional use permit (CLIP) to Commercial Asphalt to establish and operate a hot mix asphalt <br />plant south of County Road #116, east of Basalt Street and north of the Burlington Northern <br />Railroad tracks. The CLIP expired on January 31, 1995. At the request of the Applicant, the City <br />issued a new CUP to continue the asphalt plant operations on February 28, 1995, and this permit <br />expired on March 1, 2000. Commercial Asphalt submitted an application for a renewal of the <br />permit to continue the plant operations.
