Councilmember Zimmerman inquired as to what stage of the approval process they are in with <br />the City. <br /> <br />Mr. Johnson replied that ACCAP has not started any process with the City and will not do so <br />until they get approval from the neighborhood. <br /> <br />Councilmember Zimmerman stated that he has heard concerns from residents living on the other <br />side of T.H. #47. <br /> <br />Mr. Johnson suggested that those resident be encouraged they get involved in the neighborhood <br />discussions. <br /> <br />Councilmember Anderson questioned the square footage of the units. <br /> <br />Mr. Johnson replied that the three bedrooms will range from 1,300 to 1,400 square feet and the <br />two bedrooms around 1,200 square feet. In regards to the current condition of the site and the <br />removal of the foundations, he explained that he made a proposal to the Council that ACCAP <br />would construct wooden caps over the foundations at an estimated cost of $1,000 per unit, but <br />that number was grossly underestimated. The actual estimated cost was $4,000 to $5,000 per <br />unit so ACCAP prepared specifications for removal of the fOundations and capping of the wells <br />which ranged from $55,000 to $95,000. Those bids were brought to the City and it was <br />determined that the removal of the foundations and capping of the wells was already included in <br />the funding for the T.H. #47 improvement project. He explained that ACCAP has always agreed <br />to cover the cost for their portion of the site and plan on reimbursing the City for those costs <br />when the site is acquired by ACCAP. <br /> <br />Councilmember Zimmerman stated that he did not think ACCAP did anything to limit the <br />liability over the winter and felt that ACCAP should have constructed some sort of barricades <br />around the foundations. <br /> <br />Mr. Johnson replied that snow fences were placed around the foundations. <br /> <br />Councilmember Connolly stated that she has some credibility issues with ACCAP. <br /> <br />Mr. Johnson agreed with the comments of the Council regarding the site and wished ACCAP had <br />done a better job. <br /> <br />Councilmember Connolly inquired if there were any written agreements between the City and <br />ACCAP. <br /> <br />City Administrator Norman stated that the only written agreement is the purchase agreement. <br /> <br />Councilmember Zimmerman inquired as to when the other homes will be removed. <br /> <br />City CouncilfMarch 28, 1999 <br /> Page 5 of 8 <br /> <br /> <br />
