Mr. Johnson replied that Donna Madsen is supervising the house removal and was not available <br />to attend the meeting but he would get the information for the Council. <br /> <br />Councilmember Anderson stated that all the miscommunications have resulted in some <br />credibility problems. <br /> <br />Councilmember Connolly stated that she is upset that there is nothing in writing between the <br />City and ACCAP regarding the removal of the homes. <br /> <br />Mr. Johnson agreed that the process has not gone well and ACCAP does take some of the blame <br />for that. <br /> <br />Councilmember Zimmerman stated that he is concerned that there will be homes left on the <br />property when the City is ready to move forward with the T.H. #47 improvement project. <br /> <br />Mayor Gamec inquired if the sale of the property is still pending. <br /> <br />City Administrator Norman suggested getting some of the issues in writing and then bring back <br />them back to the Council for direction. <br /> <br />Mr. Johnson stated that there had been previous discussion with the City about putting together a <br />development agreement, but that process was held off until ACCAP had further guidance from <br />the Council. <br /> <br />Direction was given to present a development agreement to the Council. <br /> <br />Councilmember Connolly stated that she would like a document that shows who is responsible <br />for the site cleaning. <br /> <br />Councilmember Hendriksen requested that the cleaning of the site be included as one of the first <br />phases of the T.H. #47 project. <br /> <br />Councilmember Zimmerman noted that the City still needs to hold a public hearing regarding the <br />development. <br /> <br />Community Development Director Frolik stated that a public hearing will be required for <br />preliminary plat approval and rezoning of the property. <br /> <br />Councilmember Hendriksen inquired if a public hearing was required for a business subsidy <br />agreement. <br /> <br />Economic Development Consultant Mulrooney replied that a public hearing would be required to ' <br />develop a TIF district. <br /> <br />City Council/March 28, 1999 <br /> Page 6 of 8 <br /> <br /> <br />
