Mr. Johnson questioned if it would be possible to present the development agreement first and
then preliminary plat.

Community Development Director Frolik replied that the first issue to address would be
rezoning, preliminary plat and then the TIF hearing.

Mr. Johnson replied that he would like to move forward with the TIF development agreement
with contingencies on rezoning and plat.

#4: Ace Solid Waste

City Administrator Norman stated that he informed Ace Solid Waste that there would not be any
TIF funds offered for the project and Ace chose to proceed with the plan, but they were then
informed of all the sewer, water and park dedication fees that will amount to over $100,000.
They requested that the City offer TIF funds for the sewer and water portion of the project, which
is something the City has done in the past.

Councilmember Zimmerman inquired if the request that Ace was making during the Council
meeting is for the main building.

Community Development Frolik replied yes, explaining that the request for the transfer station
will be presented to the Council during April.

Councilmember Zimmerman questioned if it is their intention that the Council will approve the
transfer station.

Community Development Director Frolik replied no. She explained that Ace would like site
plan approval for the first building, but will not move forward with the project until they would
receive approval for a conditional use permit on the transfer station.

Councilmember Hendriksen inquired to the TIF dollar amount Ace is requesting.

City Administrator Norman replied over $100,000.

Councilmember Anderson stated that until the Council is prepared to act on the entire project
there is not much sense to act on any of it.

City Administrator Norman stated that he will notify Ace that the Council is considering the
request for TIF funds.

#5: Northstar Corridor Presentation

City Administrator Norman stated that he will review the presentation at the next Council work
session.

City Council/March 28, 1999
