Commercial value in Ramsey is $3 and $5 a square foot. <br />This is a 3,631,000 value. <br /> <br />The value and demand of commercial property was discussed, as was the amount to be paid for <br />this property. <br /> <br />Mr. Bulow reiterated that they have worked with staff and the neighbors and they feel they have <br />a very viable project. <br /> <br />Mr. Kapler mentioned snow plowing concerns without through streets. <br /> <br />Councihnember Anderson stated that the Planning Commission does not believe the traffic <br />engineer and the counts. <br /> <br />Mr. Kapler stated he is not in favor of dead end streets because of the difficulty to snow plow, <br />however, this proposal is acceptable. It looks like the only plowing the City would have to do is <br />the stretch off Dysprosium. He stated he was concerned about one entrance, but that was before <br />he saw the emergency access. He inquired who would maintain that barrier. <br /> <br />Mr: Bulow stated it would not be up to the City to maintain it - and that it would be maintained <br />in the winter also. <br /> <br />Mr. Kapler stated it would be okay from a public safety point of view. <br /> <br />Councilmember Connolly asked about one way streets. <br /> <br />Mr. Kapler stated that from a public safety standpoint, this is acceptable. From the Public Works <br />standpoint, our Streets Supervisor is concerned about plowing because we cannot plow against <br />the traffic. <br /> <br />Community Development Director Frolik noted the traffic analysis being disseminated by Ms. <br />Rasmussen. <br /> <br />Discussion ensued relating to no snow removal. It was noted that it is private property - no <br />snow plowing and no lights would be supplied at the City's cost. <br /> <br />Councilmember Anderson mentioned density and read an article relating to a ~levelopment in <br />Andover. She stated that until we solve the density, we do not have a project. <br /> <br />Mr. Norman stated that he wanted to stick to traffic discussion tonight. <br /> <br />Mr. Bulow asked if Council would rather that Barium and Argon be through streets and, if so, is <br />Council wanting to open a can of worms with the neighbors - or would Council rather see <br />private streets and added that the Director of Public Works feels it is acceptable. <br /> <br />City Council Work Session - April 4, 2000 <br /> Page 2 of 7 <br /> <br /> <br />
