Mayor Gamec stated that if the City owns the streets and these types of developments continue,-
we will have to go through a big expense for snow removal equipment. We need to have it made
very clear that these are not part of the City's snow removal route.

Mr. Bulow assured Council it would be made very clear.

Density was discussed. The density permitted per acre is 15. Fifty-eight town home units equals
26 detached and 32 twin homes. The balance would be apartments.

Community Development Director Frolik noted that an accessory garage on the City Wide
Garage Door property is obstructing the extension of sewer to the B & B property. B & B's
contractor, Amcon, has constructed a new concrete pad on which City Wide can build a new
garage to replace the one that must come down in order to facilitate the extension of sanitary
sewer. However, the replacement construction must go through site plan approval and the owner
of City Wide Garage will not vacate the existing building until the new one is built. This
situation delays the sewer extension project.

Consensus of the Council was if the owner of City Wide Garage Door isn't receptive to using a
temporary storage building to facilitate the sewer project schedule, then the sewer construction
schedule will have to be modified.

Councihnember Hendriksen stated he has a building permit to build a 600+ square foot building
and a conditional use permit and a permit to build a 24 x 48 square foot building. These
dimensions do not work out well for him. Ms. Frolik did not want it to appear as if there were
favoritism so she wants this issue to come to the City Council on April 11.

Mr. Norman stated that the ordinance reads Mr. Hendriksen had a conditional use permit seven
years ago but before a CUP can go away, you have to put the request in writing.

Councilmember Hendriksen stated this would be for the same square footage but one building as
opposed to two. He added that he could build two buildings but he wants it to be one building.
He asked if there are any objections.

Mayor Gamec stated he would have no problem with that.

Councihnember Zimmerman stated he would have no problem with that either.

Mr. Norman stated that the conditional use permit is still in force.

It was suggested that maybe a findings of fact could be done to deal with the CUP.

COUNCIL TOPICS FOR DISCUSSION

#1: Northstar Corridor Presentation

City Administrator Norman showed the second draft of his presentation.

City Council Work Session - April 4, 2000
Page 3 of 7
