Councilmember Hendriksen suggested printing one copy in color and making overheads. It was <br />also suggested that there should be color handouts. <br /> <br />Council felt that Mr. Norman should have the latitude to do what makes sense for his <br />presentation. <br /> <br />#2: Ace Solid Waste <br /> <br />City Administrator Norman noted there was a tour of an Ace Solid Waste facility. <br />Councilmembers Anderson, Connolly and Zimmerman went on the tour. <br /> <br />Councilmember Zimmerman stated that you really could not smell anything and they were <br />bringing in waste and pushing it out at the same time. They are not proposing any walk-in trade <br />type of recycling, however, there was no odor in that room either. <br /> <br />Councilmember Connolly reported that it takes about eight minutes to load one of the big trucks. <br /> <br />C0uncilmember Anderson commented that this facility would be about one-half the size of that <br />building. <br /> <br />Councilmember Connolly stated that her questions would be on the trucks and the time of day <br />they would be driving. <br /> <br />Mr. Norman stated there are some expenses that Ace did not expect such as sewer and water. <br />They are asking that it go into a TIF and that it get paid off in the five to six year period. That is <br />only the utilities. TIF for the first amount of our assessments are over $100,000 and less than <br />$150,000. <br /> <br />Councilmember Zimmerman responded that he is hesitant on that as he felt they should be able <br />to afford that. <br /> <br />Councilmember Hendriksen stated that he thought TIF was to bring in businesses that are <br />desirable, not businesses that will move here whether they get TIF or not. <br /> <br />Councilmember Zimmerman stated he would agree with the Ace operation, but he would not be <br />in favor of letting them have TIF money. <br /> <br />Councilmember Connolly stated she has mixed emotions because they (Ace) pay livable wages <br />and we have let other businesses use TIF who do not really pay a livable wage. <br /> <br />Mr. Norman explained how TIF would work with regard to paying off assessments. <br /> <br />Councilmember Hendriksen stating we are creating an incentive. <br /> <br />City Council Work Session - April 4, 2000 <br /> Page 4 of 7 <br /> <br /> <br />
