Councilmember Hendriksen suggested printing one copy in color and making overheads. It was
also suggested that there should be color handouts.

Council felt that Mr. Norman should have the latitude to do what makes sense for his
presentation.

#2: Ace Solid Waste

City Administrator Norman noted there was a tour of an Ace Solid Waste facility.
Councilmembers Anderson, Connolly and Zimmerman went on the tour.

Councilmember Zimmerman stated that you really could not smell anything and they were
bringing in waste and pushing it out at the same time. They are not proposing any walk-in trade
type of recycling, however, there was no odor in that room either.

Councilmember Connolly reported that it takes about eight minutes to load one of the big trucks.

C0uncilmember Anderson commented that this facility would be about one-half the size of that
building.

Councilmember Connolly stated that her questions would be on the trucks and the time of day
they would be driving.

Mr. Norman stated there are some expenses that Ace did not expect such as sewer and water.
They are asking that it go into a TIF and that it get paid off in the five to six year period. That is
only the utilities. TIF for the first amount of our assessments are over $100,000 and less than
$150,000.

Councilmember Zimmerman responded that he is hesitant on that as he felt they should be able
to afford that.

Councilmember Hendriksen stated that he thought TIF was to bring in businesses that are
desirable, not businesses that will move here whether they get TIF or not.

Councilmember Zimmerman stated he would agree with the Ace operation, but he would not be
in favor of letting them have TIF money.

Councilmember Connolly stated she has mixed emotions because they (Ace) pay livable wages
and we have let other businesses use TIF who do not really pay a livable wage.

Mr. Norman explained how TIF would work with regard to paying off assessments.

Councilmember Hendriksen stating we are creating an incentive.

City Council Work Session - April 4, 2000
Page 4 of 7
