Councilmember Anderson stated she has reservations. It seems as though sewer and water <br />improves the value of land. <br /> <br />Councilmember Connolly stated she is not opposed to Ace coming in and added that it bothers <br />her that the City is not giving it to someone who pays it out. We should have better criteria for <br />TIF. <br /> <br />#3: Proposed Housing Project (Bulow) <br /> <br />Mr. Norman stated that he is hearing the City Council say they do not necessarily want the <br />maximum in density. The City's position should be apartments on a five or six-acre parcel - that <br />times 15 equals the number you should be able to have. <br /> <br />Councilmember Connolly stated that Council wants sensitivity to the neighbors. <br /> <br />Councihnember Zimmerman stated that the single family part of the proposal seems to work out <br />okay. <br /> <br />Councilmember Connolly agreed that all the rest seems to be okay. <br /> <br />Mr. Norman asked about the streets. <br /> <br />Councilmember Zimmerman suggested keeping them private. <br /> <br />Councilmember Connolly stated she would not argue that they should be private streets because <br />it is less expensive for the City. <br /> <br />Councilmember Zimmerman added that all condominiums in all communities have private <br />streets. <br /> <br />Councilmember Hendriksen suggested looking seriously at vacating Barium - investigate to see <br />if that is a possibility. <br /> <br />#4: Maken Property Redevelopment Analysis <br /> <br />City Administrator Norman stated there is nothing new to report but he Wondered if there were <br />any questions that Council was not able to ask. <br /> <br />Councilmember Anderson stated she would have a question for Bill - if we condemn the <br />property, what are the rights of Amcor to get it at that low price. <br /> <br />Councilmember Hendriksen suggested with contractual obligations with Maken they should not <br />expect to get it with less to us. He suggested sitting with Maken (agent) and negotiate. <br /> <br />Councilmember Zimmerman mentioned environmental costs - are they over and above 1.1 <br />million dollars. <br /> <br />City Council Work Session - April 4, 2000 <br /> Page 5 of 7 <br /> <br /> <br />
