BOARD OF REVIEW <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Board of Review conducted its annual meeting on Monday, April 10, 2000, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Jan Gallagher, Residential Appraiser, Anoka County Assessor's Office <br />Diana Stellmach, Commercial/Industrial Appraiser, Anoka County <br /> Assessor's Office <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular Board of Review meeting to order at 7:00 p.m. <br /> <br />Ms. Gallagher and Ms. Stellmach introduced themselves. <br /> <br />BOARD BUSINESS: <br /> <br />Dora Nallick, 15931 Xenon Street NW, Ramsey, was present. She has more than one lot and <br />feels that the value of the vacant lot adjacent to her home is too high because it is unbuidable. <br /> <br />Ms. Gallagher offered to re-evaluate the lot adjacent to Ms. Nallick's home to determine how <br />low it is and what would have to be done to make it buildable. <br /> <br />Jim Connolly, 16235 Kamacite Street NW, Ramsey, was present and stated that in order to sell <br />his home, he would have to spend money to bring his septic system up to code. He suggested it <br />is not a fair appraisal to use comparable sales when the sale can only happen if the septic system <br />is up to code. He believed his home would not be worth as much as a home with an up-to-code <br />septic system so using comparable sales does not work. <br /> <br />Ms. Gallagher reported that she had deducted $7,000 from Mr. Connolly's value following a <br />review of his property. <br /> <br />Mr. Connolly pointed out that the $7,000 was a number Ms. Gallagher tacked on suggesting <br />there had been new improvements made.
