BOARD OF REVIEW RECONVENE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council reconvened as the Board of Review on Monday, April 24, 2000, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Jan Gallagher, Anoka County Assessing <br />Jerry Faust, Anoka County Assessing <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec reconvened the Board of Review at 7:08 p.m. <br /> <br />BOARD BUSINESS: <br /> <br />Ms. Gallagher stated that she had talked with Dora Nallick, 15931 Xenon Street NW, Ramsey, <br />who was present at the Board of Review meeting and who felt that the value on the vacant lot <br />adjacent to her home was too high. Ms. Gallagher reviewed the value of the parcels but made no <br />adjustments. She then noted that Donna Prueher, 9041 - 167th Lane NW, Ramsey, had sent a <br />letter to the Board of Review meeting asking for an explanation of the Estimated Market Value <br />Increase for Payable 2001 for PIN 07-32-25-42-0028. Ms. Gallagher notified Ms. Prueher of <br />this meeting and also explained her valuation to her. There was no change in the valuation and <br />Ms. Gallagher reported that Ms. Pureher is comfortable with that. <br /> <br />Ms. Gallagher noted that Jim Connolly, 16235 Kamacite Street NW, Ramsey, is present. <br /> <br />Councilmember Connolly stated she will be abstaining from this portion of the discussion. <br /> <br />Ms. Gallagher stated that she was not exactly sure what Mr. Connolly was looking for but she <br />did do research and feels that Mr. Connolly's property valuation should not be lowered. She <br />reiterated that she was not sure what questions Mr. Connolly wanted answered. <br /> <br />Mr. Connolly stated that his questions dealt with septic systems. He wasn't sure his would pass <br />an inspection if he sold it, therefore, he suggested it is not a fair appraisal to use comparable sales <br />when the sale can only happen if the septic system is up to code. He believed his home would <br />not be worth as much as a home with an up-to-code septic system so using comparable sales <br />does not work. <br /> <br />Board of Review Reconvene - April 24, 2000 <br /> Page 1 of 2 <br /> <br /> <br />
