Community Development Director Frolik stated security fencing around the base of the tower is
required but she is unsure about the requirement for landscaping. She noted that all towers
require a CUP, regardless of the zoning of the property.

Mr. Longfield asked why they are not being required to use the existing tower since it serves the
area within Ramsey.

Community Development Director Frolik stated the City Code says if there is another structure
within one-half a mile of the proposed location, they have to go on the other structure but this
proposed location is one mile away from the existing tower.

Councilmember Hendriksen asked about the color of the tower.

Mr. Mitchell stated they generally are galvanized in color but have been painted at other
locations to meet the City's requirements. He suggested the galvanized color better blends with
the color of the sky.

Councilmember Hendriksen asked if there is a color that would make the neighborhood feel this
is less offensive.

Mr. Landowski asked if there will be blinking lights.

Ms. Bocian stated it will not have blinking lights. She presented a picture of the monopole
design tower they are proposing.

Mayor Gamec asked if this tower would break straight down if that were to occur.

Ms. Bocian stated it would break in half upon itself and collapse upon itself. She stated they
only need a 90 foot setback but are setback farther than that from the roadway. She stated they
will place additional trees around the site and there is an existing stand of trees along the
highway.

Mayor Gamec asked if this height will eliminate additional towers.

Ms. Bocian stated it will eliminate eight other 75 foot high U.S. West towers.

Mayor Gamec asked if another tower can be erected close to this location by another carrier.

Community Development Director Frolik stated they would be required under the ordinance to
locate on this tower.

Councilmember Connolly asked if they can accommodate more than four carders.

Ms. Bocian stated it would have to be constructed in that manner from the beginning.

City Council/April 11, 2000
