Mr. Mitchell stated he is not a structural engineer and cannot answer that question. He stated
four carriers has been their maximum but he will get that answer for the Council.

Mr. Landowski stated he flew back from Arizona to attend this meeting but many of the
neighbors were not aware of this meeting and the ones in attendance were called and notified.
He stated he will not buy the two properties he is considering buying if the tower is constructed
and he will not live in Ramsey.

Councilmember Connolly asked how far apart the 75 foot towers must be.

Community Development Director Frolik stated all towers must be one-half mile apart. She
stated the public hearing was held in January, and she did send notice to the residents who
attended that meeting.

Councilmember Anderson noted the resolution before the Council as recommended by the
Planning Commission is in opposition and supports a denial. She read the findings of fact
determined and recommended by the Planning Commission.

Mayor Gamec stated the findings do show the truth and conditions of it but the question is denial
or approval of the tower.

Community Development Director Frolik stated she and the Planning Commission overlooked
item #22 when amending the findings of fact and it should be amended to indicate they are
providing fencing and landscaping in the revised site plan.

Councilmember Anderson stated her understanding is that Mn/DOT did not support access from
Highway #47.

Community Development Director Frolik stated that is correct and finding of fact #14 would
need to be updated.

Councilmember Zimmerman noted finding of fact #4 should indicate "4 in 40."

Ms. Bocian stated they did question findings of fact #15 and #17 that the proposed use will
substantially impact the property values.

City Attorney Goodrich noted the public input has been closed. He stated Councilmember
Anderson has properly pointed out the negative findings which would have to be readdressed if
the Council is inclined to approve the request.

Councilmember Hendriksen stated he does not want to give up his cellular telephone and no one
else does either. He stated that it is fortunate someone was found that does not mind a tower
being in their yard but the others do not like it. He noted the people who live by the tower on

City Council/April 11, 2000
