Councilmember Hendriksen stated he would be inclined to <br />support the tower. <br /> <br />Councilmember Anderson stated she is not inclined to support the tower, noting there is another <br />parcel under consideration by U.S. West. She stated the Council knows how the Planning <br />Commission feels as well as the residents of this neighborhood. She suggested it may take cities <br />saying no to force these companies to whittle down the number of requested towers and to allow <br />multiple use of the tower. Councilmember Anderson stated the best way to encourage that from <br />happening is to deny requests for new towers. <br /> <br />Councilmember Connolly stated the City cannot deny the tower, only the height of the tower <br />since they could reduce the height to 75 feet. She stated this request would meet all of the <br />criteria if it was 75 feet tall. <br /> <br />Community Development Director Frolik stated that is correct. <br /> <br />Councilmember Hendriksen noted that would also result in the erection of seven to eight <br />additional towers. He stated if it was feasible to put the antenna at 167th Avenue, he believes <br />they would do that since this process and construction costs must be huge. He stated he believes <br />there is a compelling reason or they would not incur the costs. <br /> <br />Councilmember Zimmerman stated he could support something close to 75 feet to 80 feet but <br />could not support this height. <br /> <br />Mayor Gamec stated this is a difficult consideration but if U.S. West puts this at 180 feet then <br />another carrier could locate one-half mile away at 75 feet so it does not seem the number of <br />towers will be reduced. He stated communications are becoming an important factor and this is a <br />difficult Council decision. <br /> <br />Councilmember Zimmerman noted the application before the Council is for a tower that is 180 <br />feet and that is what must be acted on. <br /> <br />Mayor Gamec stated he would not support the application and believes the consensus is to deny <br />the 180 foot tower height. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Zimmerman to adopt <br />Resolution #00-04-092 adopting Findings of Fact #0516, as amended, to deny the request for a <br />conditional use permit for a personal communication system tower at 17515 St. Francis <br />Boulevard NW based on the findings of fact. <br /> <br />Further discussion: Community Development Director Frolik advised of the amendments to <br />findings of fact #4 to say 4 units in 40 acres; #14 to say access is not from St. Francis Boulevard; <br />#22 to reflect they are proposing to provide fencing and screening in accordance with City Code. <br /> <br />City Council/April 11, 2000 <br /> Page 17 of 27 <br /> <br /> <br />
