Councilmember Hendriksen stated he is concerned with the excavation depth since outriggers <br />doing emergency maintenance could penetrate the soil to 12 inches. <br /> <br />City Engineer Jankowski stated the depth could be changed, if desired. <br /> <br />Councilmember Hendriksen asked what is needed if they want to penetrate the right-of-way <br />beyond 12 inches. <br /> <br />City Engineer Jankowski stated a permit would be needed and a waiver of permit could be <br />considered if the activity can be accomplished within a short period of time, such as four hours or <br />less. <br /> <br />Councilmember Hendriksen stated if he supports this he does not want a utility company to not <br />be able to make service repairs because they cannot get a permit from the City. <br /> <br />City Engineer Jankowski noted emergency situations are addressed. <br /> <br />Councilmember Zimmermar~ commented that Staff has done a good job in drafting this <br />document and noted it can be changed, if found to be needed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Connolly to adopt the <br />ordinance establishing regulations governing activity within the Rights-of-Way within the City <br />of Ramsey. <br /> <br />Further discussion: Ame Hendrickson, Reliant Energy Minnegasco, stated they are familiar with <br />this type of ordinance but their knowledgeable staff member is on vacation this week. He <br />respectfully requested this action be postponed to the next meeting to allow an opportunity for <br />their staff member to review and provide comment. Mayor Gamec noted this ordinance has <br />already been delayed several times. <br /> <br />Councilmembers Zimmerman and Connolly withdrew their motion and second to adopt. <br /> <br />Further discussion: Councilmember Zimmerman asked if the City has the responsibility to <br />notify all other utility companies. Mayor Gamec asked that the pertinent utility companies be <br />notified that this document will be considered for adoption at the next meeting. Councilmember <br />Zimmerman asked if they receive correspondence from other communities about pending <br />ordinance considerations. Mr. Henrickson stated they do become aware through their work in <br />communities and they usually get utility representatives together to review the draft document <br />and provide input. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Connolly to table <br />consideration of the ordinance establishing regulations governing activity within the Rights-of- <br />Way within the City of Ramsey to the April 25, 2000 Council meeting. <br /> <br />City Council/April 11, 2000 <br /> Page 22 of 27 <br /> <br /> <br />
