Councilmcmbcr Zimmerman agreed and stated that the City Council is not ready to give a yeah
or nay.

Councilmember Hendriksen suggested single-family homes.

Mr. Black stated that they would keep working with the City.

#2: Proposed Housing Development: Mallard Ponds - Chris Bulow

Chris Bulow stated that the main issue with the proposed Mallard Ponds is the density.
Originally, the plan proposed a net of 250 units which is 15 units per acre. He inquired if this
maximum density is an issue for the City. He stated they would be willing to change the plan,
which would take the density from 250 units to 218.

Councilmember Anderson arrived (6:20 p.m.).

Mr. Norman stated that there have been conversations about apartments and higher densities.
Mr. Bulow is saying they would be going from 180 to about 160 units.

Mr. Bulow stated that the main change in the plan is in the apartments. The gross property area
is under 13 units per acre.

Councihnember Anderson commented that the City does not have public transportation available
and what affect this density would have.

Councilmember Hendriksen stated that he would rather see a commercial strip in the area Mr.
Bulow is talking about.

Mayor Gamec stated that he feels that the general concept is that the density is too high.

Mr. Bulow inquired if all twinhomes instead of apartments would be acceptable.

Councilmember Hendriksen replied yes. Actually he would like to see some business there but
added that he would be more receptive to twinhomes than a 160-unit apartment building.

Mr. Bulow stated he would make the lower area an outlot and explore some commercial
possibilities.

Mayor Gamec recessed the Council work session at 7:06 p.m. in order to reconvene the Board of
Review meeting.

Mayor Gamec called the Council work session back to order at 7:55 p.m.

#3: Proposed Housing Development: Orin Thompson - Katnis Property

Bill Pritchard and John Aune of Orin Thompson were present to talk about the Katnis property.

City Council Work Session - April 24, 2000
Page 2 of 4
