Mr. Aune presented a video about buffering.

Mi'. Pritchard stated they are proposing 10 - 12-plex type units and added that they are builders
as well. They have met with Lord of Life and with the City's Park Department. The overall
density is 9.96 units per acre. These units are currently selling in Woodbury and Maple Grove
for $120,000 to $140,000. The proposed units in Ramsey would sell for about $130,000 and
would be about 1,225 to 1,565 square feet in size. This property still falls into B-1 and it is
supposed to be made high density. He noted that he knew Ramsey's comp plan needs to be
approved, but they would be willing to go through the whole process and have it contingent upon
final approval of the comp plan. He added the proposal would be 110 total units. He stated that
they would like Council to review the proposed plan and give an indication if they can proceed
with the planning process, knowing that it's no longer in the moratorium but that it is subject to
final review of the City's comp plan.

Mr. Norman noted that if Council does this, they would be giving permission to proceed, using
the new comp plan.

Councilmember Hendriksen asked if Community Development Director Frolik had talked to
City Attorney Goodrich about this (going forward if our new comp plan is not approved by the
Met Council). He wanted to know what Mr. Goodrich's advise was.

Community Development Director Frolik stated that we can still accept a request for rezoning
and added that we can also make amendments to our comp plan. She stated she will discuss this
with the City Attorney.

Councilmember Hendriksen commented that he likes what they have done to mitigate the
existing neighborhood.

#4: Maken/Sauter Property AND #6: PCA Rule 7080

City Administrator Norman stated that he has asked the City Attorney to come in early tomorrow
night for a City Council work session before the regular City Council meeting to discuss these
two items.

#5: Boards & Commissions Appointment Process

City Administrator Norman stated that Council has discussed interviewing applicants to be
appointed to Boards and Commissions.

Councilmember Hendriksen stated that he does not want to have four applicants to choose from
if there are four vacancies on a board or commission.

Mr. Norman stated that Council will make a motion at their regular meeting with regard to this
interview process.

City Council Work Session - April 24, 2000
Page 3 of 4
