which is highly competitive. He stated they dwarf in size comparison to some of the national <br />companies and this proposed disposal facility would provide their company with options and the <br />ability to remain competitive in being able to get the best price possible. Mr. Berkopec stated <br />this coordinated facility allows potential for innovative recycling options, to reduce the number <br />of tracks on residential streets, and the ability to take advantage of the recycling market. He <br />stated this project will cost $2.5 million which is an unaided project. He noted this phase is <br />$50,000+ in taxes and the opportunity for at least 25 additional job in the next five years. Mr. <br />Berkopec stated this is the kind of project a City is looking for in providing jobs and an <br />investment in the community. <br /> <br />Mayor Gamec noted the consideration before the Council at this point is the conditional use <br />permit to construct and operate a transfer station in the Business Warehouse District. <br /> <br />Mr. Berkopec presented their landscape plan which meets the City's requirements. He noted the <br />location of the transfer station in the northwest comer of the site and the two engineered holding <br />ponds which each have a filtering weir system. Upon inquiry, Mr. Berkopec noted the location <br />of fencing on this nine-acre site. He stated the office and track terminal would be Phase I and the <br />transfer station would be Phase II. He pointed out the location of employee and track access and <br />the intended circulation pattern. Mr. Berkopec displayed the detailed grading and drainage plan, <br />noting the location of surrounding businesses, buildings, the railroad tracks, the trailer park, and <br />Highway #10. He described the elevations of the site and ponding areas and stated the ponds <br />clearly meet the drainage needs of this site. Mr. Berkopec stated Sunfish Lake Boulevard is <br />designed as a collector road and able to accommodate their anticipated traffic, as has been <br />indicated by the City Engineer. He presented pictures of the neighborhood businesses and stated <br />they believe progress has been made in this area to clean up the property and they believe their <br />proposed use will result in a dramatic clean up as well. Mr. Berkopec stated Ace is regulated and <br />is comfortable living within those regulations. He described the views depicted in the pictures <br />which also included their current facility. He noted their current building and shop are small and <br />they need more space. Mr. Berkopec presented an artist's colored rendering of the front and <br />shop elevation of their proposed building, including the landscaping plantings as proposed. He <br />presented another rendering identifying the view from McKinley and Highway #10. Mr. <br />Berkopec commented on the tour of the Brooklyn Park transfer station where he believed all <br />were pleasantly surprised about the way it looked, that there were no significant odor issues, and <br />it was quiet from the outside. He stated they did talk with Brooklyn Park officials who indicated <br />they have no negatives with the facility. He presented a five-year study of the property values <br />surrounding the Brooklyn Park transfer station facility, which was built in 1985, noting they have <br />risen. Mr. Berkopec addressed the conditional use permit and recommended list of conditions, <br />which will assure they will mn a clean facility. He stated the conditional use permit covers the <br />significant issues that may occur and should provide some measure of comfort to the City and <br />neighbors. He stated the Planning Commission held a special meeting so they could meet their <br />construction schedule and the motion by Commissioner Johnson indicated it was primarily <br />because they needed more information.
