CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, April 25, 2000, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James Norman <br />City Attorney William Goodrich <br />City Engineer Steve Jankowski <br />Community Development Director Sylvia Frolik <br />Human Resources Manager Rhonda Heryla <br />Police Chief David Gustafson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the City Council to order <br />Councilmember Zimmerman led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />at 7:02 p.m. and <br /> <br />Kelley Casey stated she is the Treasurer for the Ramsey Youth Athletic Association (RYAA) and <br />had spoken with Mayor Gamec about starting a concession stand at Central Park. She stated they <br />are interested in proceeding but understands that someone else applied for a concession license <br />for Central Park. She noted that the RYAA is a 501c3 non-profit organization and all concession <br />proceeds would go back into the program. <br /> <br />Mayor Gamec explained that the RYAA spoke about erecting a building at Central Park to sell <br />concessions but they could not get a building up so they talked about using the existing building. <br />He explained he had indicated that would not be a problem as long as it was approved by the <br />City Council. In the meantime, Deb Landwehr (Deb Concessions) submitted an application for a <br />concession license, which was acted on at the last Council meeting as a consent agenda item. <br />However, he was not aware that it was for Central Park. Mayor Gamec stated he asked the City <br />Attorney to address the issue of having a for-profit concession operation and whether a for-profit <br />business can operate from the City Hall or park property. <br /> <br />City Council/April 25, 2000 <br /> Page 3 of 29 <br /> <br /> <br />
