fund. He added that the work done included the installation of landscaping which the <br />specifications stated must survive for two years before final payment can be processed. Staff is <br />recommending final payment to get this project closed out. <br /> <br />Councilmember Elvig inquired if there is a question about the maintenance now to which Mr. <br />Linton stated no, there was over a 90% survival rate. Everything is in good order. <br /> <br />Motion by Councilmember Cook and seconded by Councilmember Olson to ratify the <br />recommendation of the Public Works Committee and make payment to Richard Knutson Inc. - <br />partial payment voucher 12 in the amount of $33,595.07, and final payment voucher 13 in the <br />amount of $5,576.00 and that reimbursement from federal funds be submitted in the amount of <br />$23,329.83. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson and Strommen. Voting No: None. <br /> <br />Added Input: Councilmember Cook stated there was one more item on the Public Works <br />agenda that was not a case but that has to be ratified by the City Council. Staff was contacted by <br />Anoka County regarding the signal at C.R. #116 and Dysprosium Street and the road upgrade. <br />The Mallard Ponds Townhouse Association has requested that the County close Barium Street. <br />There was significant discussion by the Council about that closing. The determination was to <br />allow the Barium Street access to be closed as part of the signalization project; however, the <br />project is being delayed until next year due to right-of-way issues with the barricading of Barium <br />Street. The County is in support of access closures and is willing to proceed with the closure and <br />barricading of Barium under the County's realm. The Public Works Committee was advised by <br />Public Works Direct Kapler, that from a safety standpoint, staff does not like to see accesses <br />closed off, but they realize this is a very special circumstance. The Public Works Committee <br />agreed that the temporary closure of Barium to Mallard Ponds should be authorized. <br /> <br />Motion by Councilmember Cook and seconded by Councilmember Olson to authorize the <br />closure of the Barium Street access to Mallard Ponds as recommended by Anoka County. <br /> <br />Further discussion: Councilmember Elvig pointed out that Mallard Ponds themselves want this <br />access closed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson and Strommen. Voting No: None. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />1) Fire Service and Burns Township <br /> <br />Mayor Gamec announced that he, along with Fire Chief Kapler and Councilmember Pearson met <br />with Bums Township and discussed fire contracts, and whether or not Ramsey and Burns will be <br />a joint fire department. He noted it was a very good discussion, including talking about a <br />facility.
