Mike Tozier, one of the owners of The Links, stated that the reason for the addition is to make it <br />a lot nicer for their golf outings and to be able to expand their wedding reception business and <br />their services. <br /> <br />Motion by Councilmember Cook and seconded by Councilmember Jeffrey to approve the site <br />plan for The Links at Northfork GC, LLC upon compliance with City Staff Review Letter dated <br />October 28, 2005. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, Olson, <br />Pearson and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Authorize compliance with Ramsey Town Center, LLC/City of Ramsey Re- <br />Conveyance Agreement <br /> <br />City Attorney Goodrich stated that in February 2005, when the City entered into the First <br />Amendment to the Master Development Agreement regarding Ramsey Town Center, it was <br />necessary for the City and RTC, LLC to enter into a Re-Conveyancing Agreement. The purpose <br />of the Re-Conveyancing was as follows: parts of the land for RTC Fifth Addition, where the <br />new City Hall/Parking Ramp is located together with the cinema option parcel and the <br />community center portion parcel were Torrens parcels. Because of this, the County Recorder <br />would not permit metes and bounds subdivisions of the underlying Outlots comprising RTC <br />Fifih Addition to be recorded. Therefore, RTC, LLC conveyed more land to the City than <br />necessary for RTC Fifth Addition in order to record the various documents comprising the First <br />Amendment. Now that the RTC Fifth Addition has been recorded, the Re-Conveyancing <br />Agreement requires the City to convey back to RTC, LLC the excess property. Mr. Goodrich <br />stated an ordinance is included in Council's agenda for review which would permit the m- <br />conveyance to RTC, LLC. He recommended that the City Council introduce the ordinance but <br />condition execution of the requisite limited warranty deed upon payment by RTC, LLC of the <br />property taxes the City has paid on its behalf. He requested authority to approve minor changes <br />that may be made and then the ordinance would be brought back for review and formal adoption. <br /> <br />Motion by Councilmember Cook and seconded by Councilmember Elvig to introduce a sale <br />ordinance authorizing the City to convey to Ramsey Town Center, LLC the property described in <br />the said ordinance. The City shall not execute the deed authorized by the sale ordinance <br />referenced in this motion until all outstanding property taxes paid by the City on the re-conveyed <br />property are reimbursed to the City. The City Attorney was also granted the authority to approve <br />minor changes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson and Strommen. Voting No: None. <br /> <br />Case #8: Consider River Bank Water Supply Collection System Pilot Study <br /> <br />Civil Engineer II Linton stated that the 2004 Comprehensive Water Study identified the need for <br />additional sources of water to serve the projected growth of the City. The Study indicated that <br />construction of three new water supply wells were required to meet immediate projected growth <br /> <br />City Council/November 7, 2005 <br />Page 9 of 16 <br /> <br /> <br />
