Councilmember Stromman asked about a policy to help prioritize the types of businesses the <br />City should consider and those that have the best potential to lease back. <br /> <br />Mayor Gamec stated another issue is the number of employees the business would have. <br /> <br />Councilmember Cook stated there should be some guidelines and if it meets them the business <br />will be considered for RALF, or other criteria and then it will be considered for bonding. <br /> <br />Mayor Gamec recessed the workshop at 5:59 p.m. The work session was reconvened at 8:06 <br />p.m. after the Truth in Taxation meeting. <br /> <br />Councilmember Elvig was present when the meeting reconvened. <br /> <br />3) Organization Study - Council Input <br /> <br />Mr. Craig Rapp, Springsted, Inc, Project Manager, along with Bill Joynes and Mark Nagel were <br />at the meeting to talk about some of the things they have been doing for the study and to get <br />some feedback from the Council. It was noted they were looking towards the future and trying <br />to plan for that. <br /> <br />Mr. Bill Joynes stated they were at the meeting to ask some general questions and then the <br />Council would be given a chance to comment on other questions through the web. He noted that <br />if anyone wanted to have individual meetings regarding certain areas with them they could <br />arrange this. <br /> <br />Mayor Gamac asked if they met with heads of all departments in the City. <br /> <br />Mr. Joynes stated they did, along with other key staff members. <br /> <br />Mayor Gamac stated one of the things he has tried to maintain since he has been in politics is <br />service from the City to the residents. He thought this very important and getting feedback from <br />that is something they needed. He thought the staff has done a terrific job and he did not see <br />much slack. He thought overall with what they have done in the City, there is a tremendous <br />amount of pride in the staff. Service to the citizens has always been number one. <br /> <br />Mr. Joynes stated what they found when they talked to staff is the same attitude and what they <br />found as a concern is if Ramsey will be able to keep this type of service in the future with <br />growth. He wondered what the critical issues in the ten to twenty years will be. <br /> <br />Councilmember Jeffrey thought service to citizens is job one but they also have to look at the <br />entire package and look at the efficiencies. He thought communication will be key going <br />forward and keeping in touch with the residents.
