Councilmember Pearson agreed with Councilmember Cook regarding this.

The Council consensus was to go with the original plan for the development.

5) Cluster Subdivision Ordinance (9/20/05)

This item was not discussed.

MAYOR, COUNCIL AND STAFF INPUT

Councilmember Pearson stated he received feedback from the Planning Commission regarding
the recommendation of reappointment and they were not too happy with what Council decided.
He thought they should have a worksession to get the situation resolved.

Mayor Gamac wondered how many names have been submitted for new members.

Mr. Norman stated they have been coming in.

Councilmember Pearson stated Chairperson Nixt's concern was he did not want to be training in
new members again.

Councilmember Jeffrey thought they needed to stagger terms so they do not get three people's
terms coming up at once.

Councilmember Cook did not think the Chairperson and Vice Chairperson should decide who
should stay on the Commission. He thought this should be up to the Council.

Councilmember Strommen thought there was frustration on the Planning Commission because
the Commission is in limbo and does not know what to do.

Councilmember Pearson stated he has seen this before and he did not think they should ask for a
recommendation from the Planning Commission if the Council is not going to accept it.

Councilmember Cook stated the Planning Commission brings them recommendations all of the
time and the Council decides if they are going to accept or reject the recommendation.

Councilmember Strommen thought the Chairperson and Vice Chairperson have more knowledge
about who they sit with on the board and who works best on the Commission. She did not think
the interview process is the solution to this problem.

Councilmember Cook thought they needed to look at the procedure because the policy is not
working out.

Councilmember Jeffrey stated if they are looking at continuity, they need to stagger the terms.
Mayor Gamac thought they should wait for staff to come back with information.

City Council Work Session / December 5, 2005
Page 9 of 10
