CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, December 13, <br />2005, at the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: Councilmember Mary Jo Olson <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Director of Public Works Dean Kapler <br />Assistant Public Works Director Brian Olson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called, the City Council Work Session to order at 6:14 p.m. <br /> <br />APPROVEAGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />I) Sommerset Meadows Transportation Improvements <br /> <br />Assistant Public Works Director Olson reviewed that as part of the transportation mitigation <br />associated with Ramsey Town Center, the City entered into a Joint Powers Agreement with <br />Anoka County identifying the costs and scope of improvements. A more comprehensive look <br />has been taken at the City transportation infrastructure identifying the costs associated with the <br />Sommerset Meadows plat (Pulte) and surrounding improvements that would be necessary to <br />facilitate development. This quickly turned the price tag from a price range of $9 to 10 million <br />to a price range of $13 to $14 million. Mr. Olson explained the current situation is that the City <br />is in the process of designing the regional roadway improvements adjacent to Town Center. The <br />improvements that would be necessary to develop or facilitate the transportation trips that are <br />generated by Pulte and the region around Pulte will require a change in the scope of the Joint <br />Powers Agreement, which could increase the cost into the $17 to 18 million dollar range.
