reviewed a Bolton and Menk memo identifying the costs associated with the Sommerset <br />Meadows plat and surrounding improvements that would be necessary to facilitate the <br />development. <br /> <br />Assistant Public Works Director Olson advised this is an informational item. It will be necessary <br />to enter into negotiations with Anoka County again to amend the Joint Powers Agreement for the <br />Town Center improvements. The County has seen this draft and has commented that they would <br />like to analyze the level of service for each of the intersections. The information requested has <br />been sent to the County. Mr. Olson advised it is important that everyone understands how the $3 <br />million in Ramsey Town Center finances were determined, as interested parties will be saying <br />they are paying more than Ramsey Town Center paid. He explained there are a lot of things that <br />came out of the Town Center Master Developer agreement, with millions of dollars invested in <br />other aspects of the City, such as in land donations. <br /> <br />Mayor Gamec commented on the amount of funds the City has spent on purchases for things <br />such as right-of-way acquisitions. He suggested the City work its representative congressmen to <br />try to obtain more funds for these projects. <br /> <br />Councilmember Elvig inquired how Pulte is planning to pay for the improvements. <br /> <br />Assistant Public Works Director Olson replied Pulte has indicated a desire to pay over time. <br />Staff does not have the authority to grant this approval, it must come back through the Council <br />and through a development agreement. He advised one thing that concerns staff is the portion of <br />the Pulte development allocated to the superstore, commercial and residential. The commercial <br />and superstore are outlots and are not buildable. The argument could be made by Pulte to wait <br />until the outlots develop to collect that amount, and if the land designation is flipped there could <br />be a question as to who is responsible for the cost. He advised Armstrong Boulevard is currently <br />being designed and there will be costs immediately. <br /> <br />2) Ramsey Blvd/TH 10 Cost Sharing <br /> <br />Assistant Public Works Director Olson reviewed that as part of the transportation mitigation <br />associated with the Ramsey Town Center, the City has executed a Memorandum of <br />Understanding for the costs and scope associated with the regional roadways associated with the <br />Ramsey Town Center. The amount of the cost sharing that will be required by the City of <br />Ramsey for the upgrade of the intersection of TH 10 and Ramsey Boulevard needs to be <br />determined. He explained the City will be responsible for Anoka County's portion of the costs <br />of the project as well. The City and County portion total approximately $400,000. These costs <br />are a little higher than were originally anticipated, but MnDOT took on a larger portion of <br />Ramsey Boulevard, which should reduce the City's portion of that project cost. <br /> <br />Councilmember Elvig questioned if these will be primarily temporary improvements. <br /> <br />Assistant Public Works Director Olson responded in the affirmative. <br /> <br />City Council Work Session / December 13, 2005 <br /> Page 2 of 3 <br /> <br /> <br />
