Mayor Gamec stated he walked the property. He noted if the City Council felt it needed the
easement, it could consider a variance. He added the case would go back to the Board of
Adjustment.

Community Development Director Frolik stated one approach would be to plat it separately as an
outlot. She noted the other would be to take an easement, not reduce the lot size, and a variance
would not be needed.

Councilmember Hendriksen stated other locations with less impact should be considered. He
noted the City Attorney should read the easement. He added great latitude would be given to
avoid strange lots.

Mayor Gamec stated if the plan is approved with the easement located farther to the south of the
powerline, the house would only move about 10 feet.

Councilmember Hendriksen stated he could give approval to that proposal, assuming there is not
a prohibition in the easement.

Mayor Gamec stated the Council could approve it contingent on an easement. He noted the City
and the applicant would need to come up with a location.

Mr. Philip Johnson stated it appears the Council does not care where the easement is located.

Councilmember Hendriksen stated the location needs to be reasonable.

Motion by Councilmember Hendriksen and seconded by Councilmember Connolly to approve
the Preliminary Plat for Valley View, contingent upon compliance with City Staff Review Letter
dated March 30, 2000, and upon an east/west 66 foot dedicated easement at a location subject to
the landowner's and City's approval.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson,
and Zimmerman. Voting No: None. Absent: None.

Case//8: Report from Personnel Committee

1) Authorize Hiring of Part-Time Public Safety Aide

Councilmember Anderson explained that the Personnel Committee met earlier tonight and
recommends the hiring of Chandra Kreyer to fill the part-time Public Safety Aide position. She
would work in conjunction with Laurie Swadner, current Public Safety Aide, to provide a
combined service of up to twenty hours per week. She noted this position was posted internally.
She added the Committee is recommending hiring Ms. Kreyer at a starting wage of $11.92 per
hour, subject to a background check, drug screen and six month probation

City Council/May 9, 2000
