Councilmember Hendriksen stated he assumes this is the most feasible placement. He noted he
does not want to close the door on future development. He added someone had the foresight to
bring 178th Lane to the property line on the property east of this parcel. He stated he does not
feel this Council should be any less insightful. He noted if the property owner is correct, no one
would ever use the easement.

Mayor Gamec asked how close to the property line the road could be placed.

City Engineer Jankowski responded he does not believe there are any restrictions.

Mayor Gamec asked about building under utilities.

City Engineer Jankowski stated he does not believe a road could be built under the lines.
City Attorney Goodrich stated he would have to read the easement to know for sure.
Councilmember Hendriksen stated a way must be found to permit future orderly subdivision.
Mayor Gamec stated the Council had just approved some lots with streets cut off.

Councilmember Hendriksen stated the decision did not stop future development. He noted the
development had already occurred.

Mr. Wayne Davis stated the property to the east had a very small access and noted it is a small
lot. He added there is access from Green Valley Road for the prime developments to the south of
the ditch.

Councilmember Hendriksen stated if the access was not there, Mr. Davis would have to put a
loop in the property. He noted that is probably why 178th Lane was stubbed. He added the cul-
de-sac would need to be larger than is intended. He stated if not, someone would need to ask for
access.

Mr. Wayne Davis stated he has a different view of the land.

Councilmember Connolly asked about the power line easement. She asked if the extension could
stay close to this easement and curve to the right.

City Engineer Jankowski stated there are other options for the extension.

Councilmember Hendriksen stated he believes the applicant has all the latitude possible. He
noted there are three lots and they are not required to do any paving. He added that if someone
wanted to use it, he or she would need to pave it.

City Council/May 9, 2000
