He noted that if the property does not develop it <br />would never be used. <br /> <br />Mayor Garnet stated future City Councils might give the easement back to the property owner. <br />Mr. Wayne Davis suggested another location for the easement. <br /> <br />Councilmember Hendriksen stated that before a road would be placed under a powerline, <br />additional information would be needed. <br /> <br />City Engineer Jankowski stated to align the road the way Mr. Davis suggested it, there would <br />need to be a variance and the property would be divided into two 10-acre parcels. <br /> <br />Councilmember Hendriksen stated he believes it would be preferable to confront a variance <br />request than to landlock the parcels. <br /> <br />Councilmember Anderson asked if the wetlands are protected. She noted one could not build on <br />wetlands. <br /> <br />City Engineer Jankowski stated judging by the size it is probably a protected wetland. <br /> <br />Councilmember Hendriksen stated even with the wetlands there are buildable sites that would be <br />cut off. He noted a dedicated easement is necessary. <br /> <br />Councilmember Anderson asked if this would prevent one home site. <br /> <br />Mr. Philip Johnson, applicant, stated there have been three dry years, but the land north of the <br />ditch has marginal soils. He noted his neighbor canoed north of the ditch four years ago. He <br />added he does not think anyone would want to build on the lots. <br /> <br />Councilmember Hendriksen stated people probably said the same thing about his lot. <br /> <br />Mr. Philip Johnson stated his land is on a hill. He noted the land further west floods. <br /> <br />Councilmember Hendriksen stated if Mr. Johnson is right, the dedicated easement would not <br />bother him. <br /> <br />Mr. Philip Johnson stated the easement would cut up the land and he would not be able to use it <br />as he wants to. He noted it would take up a couple of acres. <br /> <br />Councilmember Hendriksen stated Mr. Johnson would lose maybe one acre. <br /> <br />Mayor Gamec noted there is a lot of wetlands. <br /> <br />City Council/May 9, 2000 <br /> Page 11 of 15 <br /> <br /> <br />
