gained from Green Valley Road. The Planning Commission reviewed the Preliminary Plat again <br />on Tuesday, May 2, 2000. They found that due to the marginal soils and planning challenges <br />encountered with the ten (10) acre minimum lot sizes, requiting Mr. Johnson to extend 178th <br />Lane to the West boundary of his plat is not justified if development occurs to the west, adequate <br />access can be obtained from Green Valley Road. The Planning Commission recommended <br />approval of Valley View Preliminary Plat dated April 12, 2000, contingent upon compliance <br />with City Staff letter dated March 30, 2000. <br /> <br />Councilmember Hendriksen asked for clarification on the location of the road extension. <br /> <br />City Engineer Jankowski stated the plan is to extend 178th Lane to the west and provide access to <br />16 lots. He noted the issue is how saleable these lots are. <br /> <br />Mr. Wayne Davis, 530 Green Valley Road, Ramsey, stated he is the owner of Green Valley <br />Greenhouse. He noted the history of the property and when he purchased it. He added 53 acres <br />were sold to his son Aaron who desires to build a home. He stated he is interested in a home for <br />his son and his son-in-law. He noted he is not against development. He added Mr. Johnson <br />wants a cul-de-sac for his legal access. He stated he appreciates the concern for future <br />development, because no one would want a piece of property which is landlocked. He noted he <br />is asking for two places to build homes. He added Mr. Johnson is already being asked to pave a <br />portion of 178th Lane that is not even on his property. He stated there is no reason to extend the <br />road since the properties are very marginal. He noted there is plenty of access to Green Valley <br />Road. <br /> <br />Councilmember Hendriksen asked how the parcels would develop if 178t~ Lane is not there. <br /> <br />Mr. Wayne Davis stated the access could be from Green Valley Road. <br /> <br />Councilmember Hendriksen stated the reason Mr. Davis can develop his parcels is that some <br />other Planning Commission and City Council had the foresight to do the same thing requested <br />here for his parcels. He noted people say things would never happen, but over the decades, <br />things change. He added he feels there should be some accommodation for future orderly <br />subdivision. <br /> <br />Mr. Wayne Davis stated he is not talking about subdividing today and his request is the most <br />reasonable with what they have to work with. <br /> <br />Councilmember Zimmerman stated if there is development near the highway there could be a <br />problem. <br /> <br />Councilmember Hendriksen stated they would have to put in a loop or a cul-de-sac to develop <br />the parcels. He noted that without the stub of 178th Lane it would be almost impossible. He <br />added he would require a dedicated road easement, but not require that it be improved.
