Councilmember Hendriksen stated that they agreed upon the inspection -but not the pumping. <br /> <br />Mr. Norman agreed - he thought the discussion was about the inspections. <br /> <br />Councilmember Hendriksen stated that staff said they wrote minimum requirements that would <br />be acceptable to the Metropolitan Council. He thought it should be the minimum requirements <br />of the 7080 and added that the Met Council is always trying to promote higher standards. <br /> <br />Councihnember Connolly inquired if the inspection could be done by the homeowner. She <br />thought the City Attorney had referred to that possibility. <br /> <br />Councilmember Hendriksen thought so too. <br /> <br />Councilmember Connolly added that she thought the discussion was on record keeping. <br /> <br />Councillnember Hendriksen stated that we should write an ordinance that we want to write. The <br />Met Council says they cannot review Ramsey's Comprehensive Plan because we do not have <br />this ordinance. They cannot reject it for not having an ordinance they do not like so we should <br />write an ordinance the way we like and if they can convince us to change it - fine. he stated he <br />is opposed to going into negotiations and asking them to pre-negotiate issues. He felt that the <br />language could be as simple as "the City of Ramsey abides by the rules of 7080. We are <br />succumbing to a trap that the Met Council has set for us and he refused to do that. <br /> <br />Councilmember Zimmerman inquired if it would be a benefit to have a representative of the Met <br />Council and the City Attorney present for the discussion so we can get an understanding. <br /> <br />Councilmember Hendriksen stated that he is opposed to that also. <br /> <br />Mr. Norman stated that Councilmember Hendriksen is saying let's write it the way we want to. <br /> <br />Councilmember Hendriksen stated that he does not care what anyone else requires. He reiterated <br />that a brief ordinance saying Ramsey complies with the rules of 7080 is sufficient. <br /> <br />Councihnember Zimmerman expressed agreement. <br /> <br />Councihnember Connolly thought the original plan sent to the Met Council stated simply that <br />Ramsey complies with 7080 and that the Met Council said that is not enough. <br /> <br />Councihnember Hendriksen responded that they said we are not requiring anything that goes <br />beyond 7080. <br /> <br />Mr. Norman stated that the main objective of the ISTS ordinance should not say pumped clean - <br />it should only say inspected. <br /> <br />Councilmember Connolly reiterated that she thought the homeowner could be the inspector. <br /> <br />Discussion ensued about stating that the systems would be inspected but who does the <br />inspection.
