Mr. Nonnan'stated that if Council is uncomfortable with any of the language, it can be changed. <br /> <br />Councilmember Hendriksen commented that the problem appears to be with the reading and <br />understanding of 7080 - the requirements for designing systems -new systems versus retrofitting <br />old systems. He did not feel there is anything wrong with having minimum standards. He also <br />felt that it was not fair to ask every rural household in Ramsey to pay these fees - these <br />minimum standards are unnecessary. <br /> <br />Mr. Norman noted that this is the last issue that is holding up Ramsey's comp plan. We are <br />going through the completeness review. Once that is complete, we go into negotiations. That's <br />when the 60-day clock starts and we try to get all the negotiations done. <br /> <br />Councihnember Connolly pointed out that the "sticky" part of the language is the inspections and <br />who does them. She suggested having Attorney Goodrich look at it and see what his legal <br />opinion is on these two issues. <br /> <br />Councilmember Hendriksen thought that Mr. Goodrich was going to write something that met <br />that criteria. <br /> <br />Mr. Norman stated that Attorney Goodrich has been so busy that it would be a couple months <br />before we get it. Time is so important because nothing can be done with the MUSA without an <br />approved comp plan. <br /> <br />Councilmember Hendriksen stated that after Mallard Ponds, he would not vote for the comp plan <br />we sent down there if they said they loved it. We are now seeing the densities of what we wrote <br />and that is unacceptable to him.
