Councilmember Hendriksen stated he believes the City needs to be at the table, but does not want <br />to lose a vote against the City's best interests. <br /> <br />Mayor Gamec stated the Council could drop it and lose the bridge. <br /> <br />Councilmember Hendriksen stated this is an interesting juncture. He noted the Council has the <br />opportunity to have influence on the power the City has on this project. He added the City's <br />power is set out in the document. He stated he concurred with Councilmember Anderson that if <br />the City is not at the table, it would not be heard. He noted he does not want to see what <br />happened in the Northstar Corridor happen again. <br /> <br />City Administrator Norman stated he has requested language that the lobbying efforts must be <br />done by unanimous consensus rather than having one vote kill an initiative. <br /> <br />Councilmember Hendriksen stated his language is more powerful. He noted if the other Cities <br />respond with City Administrator Norman's language that would be great. <br /> <br />Councilmember Connolly asked who the members are. <br /> <br />City Administrator Norman responded Ramsey, Anoka, Coon Rapids, and Anoka County. <br /> <br />Councilmember Connolly asked about Champlin. <br /> <br />City Administrator Norman responded in the affirmative and added Maple Grove. <br /> <br />Councilmember Connolly asked who would be the Councilmember to represent the City. <br /> <br />City Administrator Norman stated the City selects its representative. He noted the suggested <br />language would be added in Section 8. Powers & Duties, on page four of the document. He <br />added the language would state "any actions approved shall be subject to a veto by a member." <br /> <br />Councilmember Hendriksen stated that a proposed improvement in a community must be <br />approved by that community. <br /> <br />City Attorney Goodrich stated a proposed improvement in a community must be specifically <br />approved by that community. <br /> <br />Councilmember Anderson stated if Anoka wants to block something, then Anoka's City Council <br />should have to block it and not just one citizen. <br /> <br />City Attorney Goodrich stated if the Council appoints a member, any Article 8 voting would <br />need approval by its Council. <br /> <br />City Council/May 23, 2000 <br />Page 22 of 36 <br /> <br /> <br />
