Mr. Lonny Menard, 8900 181st Avenue, Ramsey, stated Mr. Barrett has a quieter and cleaner <br />business than some of the neighborhood businesses. He noted it is screened by trees on all sides. <br /> <br />Councilmember Hendriksen stated there is a State law which allows an agricultural building on <br />12 acres. <br /> <br />Community Development Director Frolik stated no building permit is needed for an agricultural <br />building. She noted them is no exception for commercial uses. <br /> <br />Mr. Menard stated he has an invoice for backstop fencing on Rice Park. He noted obviously the <br />City was aware he was there. <br /> <br />Community Development Director Frolik stated the Parks Department might not be aware of the <br />zoning and not know if it was a non-conforming business. <br /> <br />Councilmember Hendriksen asked if the buyer is interested if he is not permitted to expand. <br /> <br />Councilmember Connolly stated she is not concerned with the expansion, but is concerned there <br />is not a residence on the property. <br /> <br />Mayor Gamec stated each expansion needs to be dealt with individually. He noted the Council <br />has to look only at this particular site. <br /> <br />Mr. Menard stated there is a large business fight down the street. <br /> <br />Councilmember Hendriksen apologized that he had never been able to speak with the applicant. <br />He noted he has heard there are some issues relative to meeting the Fire Code. <br /> <br /> Chris Barrett, prospective buyer, asked for clarification. <br /> <br />Councilmember Hendriksen stated he believes it had to do with sprinkler systems and a fire wall. <br />Mr. Barrett stated the expansion would have to meet the Fire Code. <br /> <br />Councilmember Connolly asked if he had any plans to build a home. <br /> <br />Mr. Barrett responded he has 18 acres now with a creek located thereon. He likes the City of <br />Ramsey, and has no desire to leave his current home. <br /> <br />Councilmember Zimmerman stated he would be in favor of leaving the business "as is," but <br />would not be in favor of expanding the business. <br /> <br />City Council/May 23, 2000 <br />Page 25 of 36 <br /> <br /> <br />
