Mayor Garnet recommended that $500 be offered.

City Attorney Goodrich stated it could be offered.

Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to
approve the acquisition of rights-of-way as recommended by the Public Works Committee as
indicated above, but to offer $500 for parcel #2.

Mayor Gamec proposed an amendment to add to the motion, "and if the offer of $500 is rejected,
the parcel shall not be acquired at this time." Councilmembers Zimmerman and Hendriksen
approved the friendly amendment.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen,
Anderson, and Connolly. Voting No: None. Absent: None.

2) Update on Water Tower No. 2

Councilmember Zimmerman explained staff met with AEC Engineering on Monday, May 15,
2000, to review the Project Procedures Manual. He presented the plans and specifications for
acceptance and authorization for bidding and advised that the Public Works Committee met on
May 16, 2000, and noted the following:

1. The specifications will allow for Saturday work between 7:00 a.m. and 8:00 p.m. This was
included to expedite the availability of the tower for use during the summer of 2001.
2. All City permits and approvals have been obtained.
3. "Ramsey" or "City of Ramsey" will be painted at three locations on the tank. Staff is
directed to obtain a rendering of the lettering style for approval. Any logo would be an
addendum to the specifications or a change order if decided after the bid is submitted.
4. The City will reserve the right to award to the lowest bidder of the style of tank the City
deems to be in its best interests. Three separate tank styles are allowed by the documents.

City Engineer Jankowski reported the Council should be aware that a logo could be added to the
tower. He stated the painting would not be done until next summer.

Councilmember Anderson asked where the tower would be located.

City Engineer Jankowski responded in Energy Park on the triangle of high land.

Councilmember Anderson asked if two styles were bid.

City Engineer Jankowski responded he would bid out three styles. He stated he reserved the
right to award the lowest bid on the style selected.

Councilmember Anderson asked if the tanks are the same size.

City Council/May 23, 2000
