Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman,
Anderson, and Hendriksen. Voting No: None. Absent: None.

Case #3: Request for Approval to Hold Special Music Event

Police Chief Gustafson explained that Staff received a request from Alex Nystel for authorization
to hold an all night dance marathon on Saturday, June 24, 2000. The marathon would be held at
the Paintball Pro indoor paintball course, which is located at 6390 McKinley Street NW. Staff
requested detailed information from Mr. Nystel relating to parking issues, noise level, whether or
not alcohol would be served, and number of people they are planning for, security, etc. Mr.
Nystel provided a very detailed report. Police Chief Gustafson stated Mr. Nystel does not work
for this company any longer. He noted he is concerned about the noise levels. He added it is
not clear whether they want to use the parking lot or hold the event indoors. Police Chief
Gustafson stated the estimated turnout is about 300. He noted with the uncertainties involved in
the application, he recommends against this request. He added these used to be held at the
Bethel Ice Hockey Rink, but there was too much noise.

Motion by Councilmember Zimmerman and seconded by Councilmember Connolly to deny the
request of Mr. Nystel, G.P. Productions, to hold an all-night dance marathon at the Paintball Pro
indoor paintball course located at 6390 McKinley Street NW, Ramsey.

Motion carried. The site is located at 7815 Riverdale Drive, generally located south of
State Highway #10 and east of Armstrong Boulevard (County Road 83). The applicant received a
Conditional Use Permit in 1992 for the manufacturing portion of the facility. The Conditional
Use Permit that was issued on March 24, 1992, stated any expansion or enlargement of the
manufacturing operation requires the applicant to obtain a new Conditional Use Permit. In
accordance with state law, staff attempted to notify property owners within 350 feet of the
boundaries of the subject property of the public hearing. Subsequent to the issuance of a
Conditional Use Permit on March 24, 1992, the demand for canvas boat covers, fish houses and
other related items has greatly increased. The applicant is asking for an expansion of his existing
building to provide more manufacturing and warehousing area to adequately serve the increase in
customers. The applicant has also submitted a site plan for the proposed 2,520 square foot
manufacturing/warehouse addition. The existing manufacturing/warehouse area is 3,472 square
feet in size. The proposed addition will match the existing building and comply with all related
City Codes. The Planning Commission held a public hearing at the May 2, 2000 meeting.
