Councilmember Hendriksen inquired if the City would have to go to the WMO for approval to <br />do any of the maintenance work. <br /> <br />City Attorney Goodrich replied no. Mr. Goodrich reviewed Section 2 of the Joint Powers <br />Agreement. <br /> <br />City Engineer Jankowski stated that it was his understanding that the City would need to get a <br />permit and approval for a project from WMO. <br /> <br />Councilmember Connolly inquired where the funds will come from to pay for the maintenance of <br />the ditches. <br /> <br />City Administrator Norman replied the Storm Water Utility Fund. <br /> <br />Motion by Councilmember Anderson, seconded by Mayor Gamec, to enter into the Joint Powers <br />Agreement with Anoka County and the Lower Rum River Water Management Organization to <br />transfer jurisdiction of County Ditch #43 and County Ditch #, a.k.a. County Ditch #66. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, and <br />Hendriksen. Voting No: None. <br /> <br />Case #6: Request for Site Plan Review; Case of Ramsey Towne Square <br /> <br />Community Development Director Frolik stated that North Lake Properties (Wayne L. Johnson) <br />has submitted a site plan for the development of a 17,815 square foot retail business center with a <br />potential food shop with drive-through lane. The parcel is generally located in the area along <br />T.H. #47 between the existing Children's World Daycare Center and the Super America gas <br />station. The plan proposes to construct one 17,815 square foot multi-tenant retail building. This <br />property is zoned B-1 Business. The total site size is approximately 2.7 acres (117,420 square <br />feet). Lot coverage is restricted to 35% (41,097 square feet). The building constitutes about <br />15% (17,815 square feet) lot coverage. There is 41,884 square feet (35%) of green space <br />coverage. The proposed structure location complies with all setback requirements. The project <br />is proposed to be served by sanitary sewer and municipal water. City Code specifies that exterior <br />wall finishes shall consist of natural or prefabricated brick or stone or pre-cast concrete panels or <br />some other material approved by City Council. The building exteriors are proposed to be a <br />combination of rock face concrete block, face brick, stucco and with precast concrete stone <br />ledges, which is in accordance with City Code. The waste receptacles are proposed to be stored <br />in an enclosure of brick and rock faced masonry units with a steel gate. In accordance with City <br />Code, all driveways and off-street parking and maneuvering areas are proposed to be surfaced <br />with bituminous pavement and finished with B-612 concrete curbing. Code requires a minimum <br />of 89 parking spaces for the facility; 89 are proposed. Current policy requires a minimum <br />spacing of 35 feet for trees along all street frontages. A boulevard treatment was considered for <br />the side and rear streets as well.
